This post is located in the Electoral Assistance Division (EAof the Department of Political and Peacebuilding Affairs (DPPat Headquarters. The incumbent reports to a Senior Political/Electoral Affairs Officer. EAD supports the United Nations systemwide Focal Point for Electoral Assistance matters, the Under SecretaryGeneral for Political and Peacebuilding Affairs, in this role. To this end, EAD exercises key functions to ensure coordination, coherence and consistency with a broad array of UN entities working to provide United Nations electoral assistance in the field. The Division reviews Member States requests for assistance, develops and disseminates UN electoral policy and maintains UN electoral institutional memory; develops and maintains a roster of international electoral experts, provides support to UN electoral components and projects in the field and maintains contact with regional and other intergovernmental organizations. The incumbent reports to a Senior Political/Electoral Affairs Officer.
Responsibilities
Within delegated authority, the Political/Electoral Affairs Officer will be responsible for the following duties: • Gathers, selects and analyses information to maintain an uptodate knowledge of events relating to political and electoral issues, in general, and in particular as they affect the countries and thematic mandates for which the staff member is responsible; • Assists in updating and maintaining EAD’s electoral institutional memory database; • Keeps abreast of latest trends and developments in the electoral area; and provide support to EAD’s strategic partnership activities with other regional organizations; • Provides technical and substantive backup in the implementation of electoral projects; drafts talking points, notes to the file, background documents and correspondence related to the countries/projects assigned; • Monitors actions taken by intergovernmental groups, UN organisations, government and nongovernmental organizations in the electoral field for the countries assigned. • Participates in seminars and other academic fora related to electoral issues to increase substantive knowledge; and coordinates the organisation of electionsrelated meetings hosted by EAD. • Prepares analytical reports on electoral matters of concern for relevant UN entities; drafts notes, background papers, talking points and other correspondence for senior UN officials as required. • Liaises regularly with counterparts in the Department of Political and Peacebuilding Affairs and Peace Operations, United Nations Development Programme and other Departments, Agencies and Programmes of the UN System on electoral issues and policy development. • Participates in needs assessment missions to evaluate Member States’ requests for electoral assistance, project formulation missions and/or expert advisory missions to UN operations and field offices, including in countries in Africa. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalendegree in political science, international relations, law, public administration, or related field. A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in political affairs, international affairs, multilateral diplomacy, electoral assistance or related field is required. A minimum of three years of experience in implementing, supporting, or advising on electoral processes is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and writteis required. Knowledge of Spanish and another language is an advantage.

United Nations Considerations
