The Climate Promise is the UNDP global initiative to response to climate change. UNDP is now scaling up its support for countries to turn their NDC targets into concrete action – while continuing to push for greater ambition. Leveraging the NDCs as an umbrella, UNDP is bringing together its extensive infrastructure, networks and breadth of substantive offers to provide comprehensive support on NDC implementation. This effort is underpinned by strong support to green COVID19 recovery measures, as well as leveraging UNDP’s strength through measures that align UNDP’s broader portfolio with the Paris Agreement and NDCs. Climate Promise Initiative under a programmatic approach (20222026) provides support more than 70 countries, including Kyrgyzstan, in collaboration with more than 35 partners and is the main contribution to the NDC Partnership.

UNDP is wellpositioned to support countries on enhancing the climate policy, including NDC, Long Term Low Carbon Strategy focusing on Enhanced Transparency Framework.

Duties and Responsibilities

UNDP is seeking the expertise of a Climate Analyst to support the Climate, Energy, and Environmental Cluster in enhancing the climate policy. He/She supports relevant national partners’ commitments to the UNFCCC, including updating NDC, and establishment of the ETF. Responsibilities include supporting Climate Programme Specialist to:

  • Coordinate implementation of the project components in multiple languages;
  • Coordinate the preparation of policy assessment and policy implementation activities, generation of policy briefs and analytical reports;
  • Define, gather, organize, and analyze key project data
  • Support communication with key national and local partners and stakeholders.  Develop and maintain partnerships with key stakeholders, including financial institutions, donors, and the private sector, to promote investment in biodiversity conservation and sustainable natural resource management.
  • Support the development of project progress reports, donor reports, trainings, and presentations;
  • Track national progress to achieve project components;
  • Support the implementation of additional ongoing or emerging projects as assigned;
  • Develop reports and policy recommendations related to NDC and ETF;
  • Perform literature reviews, knowledge management, compilation of information, and gathering of data on topics pertinent to the project, such as, but not limited to climate change, mitigation, adaptation, transparency, and climate monitoring systems in national, local, and international contexts, sustainable development, Indigenous people and local communities; social entrepreneurship; engagement in global policy processes.
  • Contribute to the preparation of capacitybuilding engagements at UNDPparticipating events, such as UNFCCC Conferences of Parties, virtual events, interventions to raise awareness and build capacity among stakeholders on the importance of biodiversity finance and its role in achieving sustainable development goals, etc.
  • Support the drafting of press releases, talking points, PowerPoint presentations, social media communications, blogs, and video messages related to the capacitybuilding materials, text, photos, and photo essays for the UNDP website.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Under the overall guidance of Team Leader for Climate Change, Energy and Environment, the Climate Analyst will be in charge of facilitating the CCE cluster projects’ smooth implementation and achieving the project objectives.

Required Skills and Experience
Education:
  • Master’s degree (or equivalenin Environmental Management/Sciences or Climate Change or Natural Resource Management or Management of Development or Sociology or Economics or Public Relations/International Relations in another related field is required,
  • A Bachelor’s degree in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in the lieu of Master’s degree.
Experience:
  • Applicants with a Master’s degree (or equivalenin a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalenare required to have a minimum of two (2) years of relevant professional experience at national or international levels required in the area of environment or climate change related area or nature resources management or sustainable development or natural economics or environment innovation.

Languages:

  • Fluency in English, Russian and Kyrgyz is required.

Required skills:

  • Professional experience working on issues in climate change/environment/sustainable development or natural economics or environment innovation would be highly desirable.

Desired skills:

  • Working experience in international organizations (IGOor UN/UNDP is a strong asset;
  • Working experience with civil society, governmental authorities (national, regional, state, locais desired;
  • Professional experience working on issues in climate change/environment/sustainable development or natural economics and environment innovation would be highly desirable.
