The UNDP Regional Procurement Facility (RPin China is an initiative designed to enhance the sustainable procurement capabilities of UNDP within the region in line with UNDP procurement strategy 2021It promote the sustainable procurement within the region by engaging with different stakeholders in the world of sustainable procurement. It explores the best practice, build the networks and also support the market intelligence in some key sectors.

Duties and Responsibilities

Scope of Work:

Under overall guidance of OM, Project Manager will responsible for the implementation of the RPF initiative in the CO. The CO procurement team will provide the technical support as needed. His/Her responsibilities include but not limited to the following tasks:

  • Conduct the stakeholders mapping to find out the synergy on different stakeholders sustainable procurement
  • Build the Responsible Industry Network/database via engaging the different stakeholders
  • Lead the market intelligence report for the clean energy sectors or other key sectors
  • Continuously improve/build the China Procurement Information Database with evolving change

Expected Outputs/deliverables:

  • Deliverable 1: Develop the market intelligence report for the clean energy sector and developing the sustainable procurement guidance for the clean energy sector
  • Deliverable 2: Mapping the key stakeholders in promoting sustainable procurement and sustainable production in China and RBAP and relevant certification/standard at different industries at RBAP
  • Deliverable 3: Develop market intelligence report for sustainable procurement supplier in China and RBAP with a focus on Paper, Cooling sector, Security Services, Cleaning Products and Services and Hospitality and Conference Management Services
  • Deliverable 4: Develop China Procurement Information Database

Institutional Arrangement:

The Consultant reports to Operations Manager. The success of the project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP.

The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations and acceptances from both parties. UNDP will hold the copyright of the assignment deliverables.

Scope of Price Proposal and Schedule of Payments

Expert must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be allinclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed outputbased price regardless of extension of the herein specified duration. Payments will be done upon satisfactory completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

The duration of this assignment is expected for a period from 1 Nov 2024 to 31 Dec

Competencies

Competencies/requirements:

Education:

• Bachelor’s degree in Social Sciences, or related field

Experience and required skills:

• At least 5 years of experience in the clean energy sector is required. (50 point

• Familiar with Sustainable procurement theory (25 point.

• Prior experience of developing marketing intelligence report for key sectors is highly advantageous. (25 point

Language:

• Excellent command of English and Chinese, written and oral

Competencies:

• Demonstrates sound judgment, diplomacy, and sensitivity to confidential matters.

• Demonstrates commitment to UN’s mission, vision, and values.

• Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability.

• Good coordination and organizational skills.

Required Skills and Experience

Criteria for Selection of the Best Offer

Evaluating offers will be based on Combined Scoring method – where the qualifications will be weighted at 70% and combined with the price offer which will be weighted at 30%. An interview may be involved in the technical evaluation.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as responsive/compliant/acceptable; and having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 49 points (70% of the total technical pointwould be considered for the Financial Evaluation. Incomplete proposals may not be considered.
