The Position:
The Programme Analyst will be located in UNFPA Armenia Country Office (CO and will report to the Head of Office. The Programme Analyst will carry out overall daily management and contribute to the effective and efficient implementation envisaged in the frame of the country programme’s gender portfolio and will assist the Head of Office in designing, implementing, monitoring and evaluating the country programme in the context of Armenia being a middleincome country.
The Programme Analyst applies and promotes the principles of resultsbased management (RB, as well as a clientoriented approach and is instrumental in guiding and facilitating the delivery of the Programmes activities, monitoring results achieved during implementation and following up on recommendations. The incumbent in the framework of the Programmes implementation, establishes and maintains collaborative relationships with implementing partners, government and nongovernment counterparts, and development partners, including other UN Agencies, multilateral and bilateral donor agencies, etc.
The Programme Analyst works in close collaboration with the UNFPA Armenia Country Office
staff (Programme, Operations, Communicatio, for effective achievement of the expected Programmes outcomes, anticipating and resolving complex projectrelated issues. The incumbent is expected to exercise full compliance with UNFPA programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Job Purpose:
Working within a large and complex Country Office (Cenvironment, you will support the effective management of UNFPA activities in the areas of gender. Through substantive analysis and assessment of political, social, and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.
You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.
You would be responsible for:
- Ensure efficient project result based management:
- In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
- Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
- Analyzing and interpreting the political, social and economic environment relevant to UNFPA activities in the assigned portfolio, and identifying opportunities for UNFPA assistance and intervention.
- Analyzing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
- Establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
- Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel.
- Lead the Programme implementation for timely and efficient delivery of Programme outputs as per Programmes Document and RRPs;
- Contribute to monitoring the national partners’ implementation of activities under the programme, including travels and follow up with government and other national partners.
- Contribute to assessments of the quality of deliverables delivered within the Programme and provision of feedback to national counterparts as needed.
- Support monitoring of the CO workplan and stated targets and results, including support to monitoring the implementation rate.
- Apply UNFPA programming tools and policies. Keep abreast of UNFPA programming practices and maintain an optimum level of knowledge by continuous learning.
- Contribute to the programme and annual reports on activities undertaken, challenges faced, and results achieved within the programme, as requested by UNFPA HQ.
- Ensure the necessary liaison between stakeholders Government, UNFPA and EUD in Armenia.
- Support coordination to ensure coherence and synergies between initiatives supported by UNFPA and other national initiatives as assigned.
Ensure financial and administrative management of the project:
- Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions;
- Prepare and submit project progress reports and expenditure and programme budget status reports, anticipating and flag any deviations from the work plans immediately, and presenting to UNFPA Armenia solutions for resolving complex projectrelated issues;
- Prepare interim and final progress and financial status reports as required by UNFPA and EU rules and regulations;
- Perform necessary operations in Programme Cycle outputs, eFace module on Quantum+;
- Manage recruitment and selection process of individual consultants applying best practice HR tools and mechanisms;
Advocacy and Communication:
- Supporting the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
- Contribute to the wide communication, dissemination and visibility of project achievements in an innovative manner;
- Ensure compliance of advocacy and communication materials and initiatives to EU and UNFPA visibility requirements;
- Provide regularly visibility materials to the EU in close coordination with UNFPA management;
- Coordinate advocacy strategies within the project by compiling and synthesizing relevant background materials, drafting project summaries, articles, publications, speeches and presentations for delivery via journals, meetings, public events and in other fora;
- Contribute to creation and sharing of knowledge, by synthesizing and documenting findings, success stories, best practices and lessons learned within the implemented Project, to share with colleagues and partners, at the local and national levels;
- Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel.
- Performs other duties as assigned by the UNFPA HoO.
Qualifications and Experience:
Education:
Advanced degree in social science disciplines.
Knowledge and Experience:
- Two (2) years professional experience in the field of gender activities, with experience in programme/ project management.
- Practical experience in design, monitoring and evaluation of development projects
- Experience using office software packages and webbased management systems.
- Prior work with UN and/or EU is desirable
Languages:
Fluency in English and Armenian; knowledge of other official UN languages, preferably Russian, is desirable.
