Org. Setting and Reporting
This position is located in the Regional Office in Panama (ROPAin Panama City, Division for Operations (D, United Nations Office on Drugs and Crime (UNOD. The incumbent will work under the direct supervision of the Representative, ROPAN, and will receive substantive and policy guidance, in particular, from the Chief, Field Support Section (FS, Corruption and Economic Crime Branch (CE, Division for Treaty Affairs (DT, United Nations Office on Drugs and Crime (UNOD, located in Vienna and other senior staff of the Branch, as well as from UNODC’s Regional AntiCorruption Hub in Mexico City, Mexico (COME. Responsibilities
The Global Programme to prevent and combat corruption is a technical assistance programme being offered by UNODC to provide capacitybuilding assistance to Member States to effectively implement the UN Convention against Corruption (UNCA. Within assigned authority and under substantive guidance of FSS/CEB/DTA, UNODC headquarters Vienna, the Crime Prevention and Criminal Justice Officer (AntiCorruptiois primarily responsible for organizing and conducting the implementation of anticorruption technical assistance programmes and activities (including policy advice, technical expertise and practical daytoday support to anticorruption bodie. The incumbent will be responsible for the following specific duties: • In coordination with the relevant field offices and in accordance with UNODC’s overall strategy and as an integral element of the UNODC Regional Programmes, provide expert advice and input to the implementation of a technical assistance programme in anticorruption at the regional and/or national levels in countries in the Latin America and the Caribbean region. • Contribute to resource mobilization for the anticorruption programme by establishing and maintaining close liaison with donor countries and other partners in coordination with DTA/CEB, ROPAN and other relevant field offices. • In coordination with UNODC’s Regional AntiCorruption Hub in Mexico, supervise, as appropriate, and otherwise support staff working on anticorruption programmes in UNODC Regional and Country Offices in Central America and the Caribbean. • Provide advice and assistance, where necessary and required, in enhancing and upgrading the relevant legislation and other legal instruments in conformity with UNCAC. Support the strengthening and capacitybuilding of national anticorruption agencies, including the development of mandates, structures and operational practices. Provide advisory services and technical expertise to specialized anticorruption bodies and units on preventing, detecting, investigating and prosecuting cases of corruption and related offences. • Support States parties that participate in the implementation review mechanism of UNCAC, and provide technical assistance based on needs identified. • Conduct and/or followup on anticorruption technical assistance needs assessments. Provide technical guidance and expertise to national counterparts and other UNODC field offices, as appropriate and required. • Foster contacts and, where appropriate, cooperation and partnerships with bodies and institutions at national, regional and international levels tasked with the prevention of and fight against corruption. Work with government counterparts to strengthen capacity to deal with proceeds of corruption and crime, mutual legal assistance and asset recovery, in particular with relevant government agencies, but also with the legislative assemblies and the private sector, as appropriate. • Assist in designing and further upgrading and developing national anticorruption strategies and anticorruption campaigns in collaboration with civil society, media, business sector, nongovernmental organizations (NGOand communitybased organizations (CBO. Develop targeted anticorruption training courses based on needs analysis, especially for key personnel in the area of prevention, criminalization, enforcement and asset recovery. • Coordinate closely all activities with regional UNODC anticorruption advisers and project managers. Liaise and share information regularly with other partners on programme activities. Prepare regular progress reports on the development of his/her work, as may be requested by the funding partner(, national counterparts or UNODC. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable datadriven planning, decisionmaking, presentation and reporting. • Perform other workrelated duties as required.

Education
An advanced university degree (Master’s degree or equivalenin law, criminal justice, international relations, economics, political and social sciences, or a related discipline is required. A firstlevel university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of professional experience working within or providing advisory services to anticorruption bodies; or investigating and prosecuting corruption cases in anticorruption agency, law enforcement, prosecution service or the judiciary; or working as technical adviser on anticorruption in international organizations or a nongovernmental organization is required. Experience with mutual legal assistance, proceeds of crime and/or asset recovery legislation and casework and in designing national anticorruption policies, strategies, and public campaigns, is desirable. Work experience implementing projects in developing countries is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.
