The WHO country office in Somalia is at the forefront of rebuilding resilient health systems under the theme “building back better”, in a country emerging from decades of conflict, coupled with multilayered and recurrent public health emergencies. The country’s health system is emerging from fragmentation and fragility, caused by limited technical capacities, lack of regulation and governance frameworks, in a context of weak institutional and unstable political environment, unpredictable funding and inconsistent accountability. In the past few years, despite the impact of the Covid19 pandemic and building on opportunities brought in by international support, the country is making progress in health system development, with continuous technical support by WHO.
The country office is receiving financial support from bilateral and multilateral donors to foster health sector development and progress toward universal health coverage, as well as to improve health security by strengthening the country’s capacity for prevention, preparedness, and response to health emergencies, according to national strategies and the commitments on healthrelated SDGs.
Some of the major donors started using the country institutional systems to channel part their support, aligned to UN capacities for technical assistance: this is the case for some large development projects funded by the World Bank, where the recipient of financial resources (for any sectois the Ministry of Finance, executor is the Ministry of Health and technical assistance is provided (for health componentby WHO.
