The East Asia and Pacific Region (EAand the EAP Regional Infrastructure Department (IEAD.
The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countriesuch as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and TimorLeste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG’s twin goals, eliminating extreme poverty and boosting shared prosperity – extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces important challenges such as managing the largest shift in ruraltourban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.
The EAP Energy and Extractives Unit (IEAE1) is managed by a Practice Manager (Pbased in Singapore. We have a total complement of about 30 staff who are based in over a dozen EAP countries and Washington DC. The department is led by a Regional Infrastructure Director (R, who reports to the EAP Regional VicePresident (RVand as part of the matrix organization, the IEAE1 is part of the Infrastructure Practice Group (Pled by the Infrastructure Vice President (INFV.
The unit has a large energy lending portfolio and a diverse program of analytic and advisory work. The principal themes underlying the lending and advisory engagements include access to modern energy services; transitioning to a clean energy mix away from coal; climate resilient energy and transportation infrastructure; regional infrastructure network connectivity, integration and trade; governance reforms and financial strengthening of stateowned enterprises/utilities; and reforming sector regulations to improve the environment for efficient private finance solutions.
In Indonesia, the INF program is a growing portfolio, including a wide range of engagements in cuttingedge decarbonization topics. The program Supported by 30 staff based in Jakarta, Singapore and other parts of the world. The portfolio includes 5 projects under implementation (US$ 3 billion commitment, 3 PASAs, and a pipeline of US$ 5 billion. The Energy & Extractives program addresses a diverse set of issues around energy transition and access in Indonesia, including projects relating to just energy transition and coal phasedown, distribution and transmission network upgrading and strengthening, energy access and diesel replacement in remote areas, distributed energy resources, and proofofconcept technologies such as geothermal and pumped storage, all underpinned by policy dialogue around sector sustainability, scaling up renewables, and increasing private capital mobilization. A regional MPA on Accelerating Sustainable Energy Transition is expected to go to Board in FY24 and includes several pipeline Indonesia operations.
Job Duties and Responsibilities:
The Bank looks for a qualified GF Energy Specialist based in the Jakarta, Indonesia office to support energy sector dialogue and the preparation and supervision of lending operations, including Programfor Results, Investment Project Financing and Guarantees. The successful candidate will also contribute to analytical and advisory work. She/he will report to the EAP Energy Practice Manager, who is based in Singapore, and work in coordination with other country team members, and Infrastructure Program Leader in Indonesia.
Operational, analytic, technical, and coordination work:
Operational Work:
• Support preparation and implementation of IBRD operations in the energy sector, including pipeline and ongoing projects on just energy transition, network enhancement, renewable energy, and access. This would include drafting and reviewing key project documents.
• Support in financial and economic analysis of projects, designing institutional arrangements, and ensuring compliance with World Bank policies, including liaising with broader team members and reviewers.
• Participate in preparation and supervision missions, compile mission Aide Memoires, draft Implementation Supervision Reports (ISR, track overall project progress and identify issues requiring attention, and organize key project workshops, training and other events.
• Support new business development and preparation of funding proposals, ToRs for feasibility and prefeasibility studies for new project identification, selection and supervision of consultants.
Analytical Work:
• Collect sector data and support sector modeling work such as system planning and financial sustainability of the utility.
• Design and implement analytical workboth as a team member providing specific inputs and on occasion leading work. Such work may include, coordinating the sector reform analytical work, thought leadership on key topics such as around emobility, preparing fund proposals and investment plans.
• Support implementation of trust fundsupported analytical and advisory projects and prepare documentation related to their implementation, such as terms of references, progress reports, completion reports, and briefings.
• Provide inputs and draft sector and country briefings, background reports, case studies, portfolio performance reviews, etc.
Liaison with Government and Country Strategy:
• Support dialogue with stakeholders including Government and the electricity utility, PLN, at meetings and workshops.
• Followup on key government actions (i.e., data collection, procurement, reportin, proactive identification and resolution of Bank/client relationships.
• Monitor changes in government that may affect the energy programs, collection of sector information, etc.
Other work:
Carry out other ad hoc tasks as requested by the Energy Practice Manager/Infrastructure Program Leader, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, support key knowledge exchange events and communications, coordinating publication of unit reports, etc.
Selection Criteria
• Master’s degree in a relevant field/discipline (e.g., energy, engineering, economics, or financand a minimum 5 years of relevant professional experience in the energy sector.
• Demonstrated experience in preparing and implementing projects (including a diversity of instruments such as PforRs, IPFs, and guaranteein areas such as renewable energy, energy access, energy efficiency, power utility operations, power sector reforms and private capital mobilization will be an advantage.
• Strong research and analytical skills with demonstrated ability to deliver high caliber analytical work will be an advantage.
• Excellent oral and written communication in English.
• Excellent interpersonal and communications skills and proven track record of effective communication, including on difficult issues, and build strong partnerships with clients and colleagues.
• Proven ability to work in a team and intercultural environment, with minimal supervision.
• Ability to work under tight deadlines, manage multitask requirements and a high degree of proactivity and initiative.
• Willing to travel as the position may require.
