UNDSS in Israel and Occupied Palestinian Territory (IOPis supporting the UN Agencies and International NonGovernmental Organizations (INGO and International Organizations (Io so as to enable them to conduct their operations in the safest way possible.

Duties and Responsibilities
  • The incumbent will undertake the following functions:
    • Assists ASA/FSCO in collecting, updating and communicating information regarding the security situation in the country/region of assignment.
    • Assists in maintaining the Security Plan, including updating staff lists.
    • Assists the FSCO in monitoring compliance of SRM Measures established for the duty station
    • Assists in reporting security incidents affecting UN and INGOs/IOs personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, and other Security Assessments.
    • Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
    • Supports the FSCO through conducting security evaluations and provision of advice.
    • Provides general administrative assistance to the ASA/FSCO.
    • The incumbent performs any other duties agreed to within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
  • Assists the ASA/FSCO in collecting, updating and communicating information regarding the security situation in the country:
    • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as nongovernmental organizations and other nonState actors in the area of operation.
    • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the ASA/FSCO.
    • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the ASA/FSCO, as required.
    • Maintains regular contacts with Security Focal Points of UN agencies. Provide technical assistance at ASMT/SMT meetings when required.
  • Assists in maintaining the Security Plan, including updating staff lists:
    • Helps in the preparation and review of the UN Security Plan.
    • Supports actions during the implementation of the Security Plan, as required.
  • Assists the FSCO in monitoring compliance of SRM Measures established for the duty station.
  • Assists in reporting security incidents affecting UN and INGOs/IOs personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, and other Security Assessments.
  • Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
  • Supports the FSCO through conducting security evaluations and provision of advice::
    • Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN/ INGOs/ IOs personnel, as well as on latest trends and threats to staff safety and security.
    • Establishes and maintains warden system and keeps update of information related to UN offices and residences.
    • Administers a pass and ID system.
  • Provides general administrative assistance to the ASA/FSCO:

 Maintains routine and confidential correspondence files/documents.  Maintains a database on contact details in relation to host country security authorities.   Arranges appointments, receives visitors, places and screens telephone calls and answers queries with   discretion, and takes minutes and/or notes at meetings.

  • The incumbent performs any other duties agreed to within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the overall guidance of the Area Security Adviser (ASand/or Field Security Coordination Officers (FSCO, the Field Security Associates will assist in the implementation of security operations and all matters relating to the management of safety and security of UN personnel in the security area of assignment.

Required Skills and Experience
Education:
  • Secondary education is required OR
  • A firstlevel university degree in Business Administration, Political Science, Management, Security Management or related fields will be given due consideration, but it is not a requirement.
Experience:
  • A minimum of 6 years with a high school diploma or 3 years with a
  • bachelor’s degree of relevant work experience in operations, security, or related field.

Required Skills:

  • Computerbased tools (MS office suite and other computerbased, web, and smartphone applicationare essential.
  • Ability to work on a rotational shift basis that includes nights, holidays, and weekends.
  • Possession of a valid driver’s license class C is required.
  • Ability to drive within Jerusalem and West Bank is required

Desired skills:

  • Prior working experience within the UN system, INGO, or other international organizations is desirable.
  • Experience with VHF radio and webbased communications is desirable.
  • Having a trainer title in safety and securityrelated areas such as personal safety, road safety and first aid is desirable.
  • Experience in security programmes, risk assessment or analysis is desirable.
  • Experience in handling of webbased management systems is an asset.
  • Experience and knowledge of UN regulations, rules, and procedures is an asset

Languages:

Fluency in English, and Arabic is required.
