Background and Context

The Liberia Country Office (Cis transitioning from the secondgeneration Country Strategic Plan (CSto the third generation CSP. The office will develop a robust resilience framework to address the underlying causes of food insecurity in Liberia. This framework will enhance linkages with its own and partners’ programme interventions for maximum impact. Key initiatives include:

Connecting to various social protection programmes; Linking emergency response to safety nets such as social cash transfers; Integrating smallholder farmers into the homegrown school feeding programme; Implementing climate services like climatesmart agriculture; Providing capacity development and technical assistance to the government.

These aims will align with the National Agricultural Development Plan (NADand similar social protection policies and programmes. The goal is to support the government in designing and implementing flexible and scalable integrated food systems.

The Programme Policy Officer will report to the Deputy Country Director (Head of Programmand collaborate closely with the Programme Policy Officer (HGSF, the Head of Field Office, and other relevant teams (VAM, M&E, Finance, Supply Chain, etc.).

What will you do in this position?

• Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. Act as coordinator of the resilience and Livelihood activities.

• Review current operational tools and arrangements for the resilience and livelihood programme, identify any required actions / areas of improvement, and coordinate their implementation.

• Review and develop expansion plans for the resilience and livelihood activities into other project sites within and outside the existing counties, partner consultation processes, beneficiaries targeting, community engagement and activity prioritization.

• Review and make sure resilience and livelihood activity accountability process, including M+E and reporting SOPs, FLA and MoU standards, processes at national level and accountability measures for beneficiaries.

• Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

• Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

• Research and analyze a range of policy and operational issues to inform the development of policies, programmes and activities.

• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

• Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

• Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

• Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.

• Work with Cash and Voucher team to support the disbursement of the CBT cash transfers in resilience and livelihood activities as appropriate.

• Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

• Perform any additional duties as required.

Education:

A minimum of Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience & Knowledge:

• At least three years of postgraduate professional experience.

• Experience in managing resilience and livelihood projects in developing countries in the areas of development and/or naturalresource management, including water shed management, water harvesting, community development, FFA and other safety nets.

• Previous experience with or knowledge of nutritionsensitive programming is a plus.

• Experience in the establishment of partnerships with public and private sector actors as well as government.

• Understanding of food insecurity and other forms of vulnerability, and ability to link analysis to programme design, in the context of WFP programmes.

• Excellent work planning and project management skills, ideally demonstrated in WFP and other UN contexts.

• Excellent written and spoken English.

• Experience in word processing, spreadsheet, and project management software preferably other standard WFP software packages and system.
