We are currently seeking qualified candidates for the position of DCOP/Technical Lead for the anticipated USAID Tanzania Foundational Skills Activity. This position will be based in Dodoma, Tanzania and is contingent on funder award of the project to FHI 360 and funder approval of the selected applicant in the position.

 

Project Description:

USAID Tanzania is planning a foundational skills activity to follow its (USAID’current JifunzeUelewe project. No public information is available about this new activity yet; however, we expect it will focus on early grade reading, math and socialemotional skills, teacher professional development, local systems strengthening and community engagement. We anticipate a 4 to 5year activity in the $2550M range.

 

Position Description:

The DCOP/Technical Leadworks in close coordination with the Chief of Party (COand is responsible for managing the quality and timeliness of the project’s overall technical workstream. They will supervise thetechnical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed.

 

Job Summary/Responsibilities:

  • Coordinates closely with the COP on all technical matters; provides support to the overall leadership and managementof the project, including budget formulation and oversight
  • Leads project interventions relating to pedagogic strategies for early grades with a particular focus on literacy andnumeracy instruction and socialemotional learning
  • Coordinates technical support to the Ministry of Education and its decentralized actors
  • Cocoordinates planning processes to ensure strategicand cohesive program direction
  • Cocoordinates the project’s Collaborating, Learning, Adapting (CLframework
  • Oversees technical outputs (activities, strategies and deliverable of all implementing partner organizations through regular field visits
  • Develops and implementslocal partner technicalcapacity building activities
  • Supports the COP to oversee project monitoring and evaluation activities in collaboration withthe Monitoring, Evaluationand Learning Advisorto build and implement a cohesivedata collection, aggregation and reporting strategy with partners
  • Providesleadership to technical staff and ensures clear roles and responsibilities; maintainsclear lines of communication withproject team members
  • Collaborates with incountrytechnicaladvisors and headquarterbasedtechnical staff toensurethe project is implementedaccording to organization and industry best practices,program framework,and regulations

 

Required Qualifications :

  • Master’s degree required in reading education, curriculum and instruction, primary teacher education or related field.; PhD or EdD preferred
  • Expertise in education, e.g., early grade reading, teacher professional development, assessment, policy, etc.; expertise in gender equality and social inclusion preferred; expertise in universal design for learning (UDpreferred
  • 12+ years of related work experience in increasingly senior roles, with eight years in leadership positions; experience working in a nongovernmental organization (NGpreferred
  • Experience in the education sector in Tanzania or the region strongly preferred
  • Proven technical leadership inUSAIDfunded projects preferred
  • Ability to build positive working relationships with local communities, government officials, implementing partnersanddonor representatives
  • Ability to analyze and establish effective crossprogram coordination, procedures, and management systems
  • Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines
  • Oral and written fluency requiredin English
  • Oral and written fluency preferred inKiswahili
