JOB DESCRIPTION

NRC has been present in Nigeria since 2015 and has been working to help displacementaffected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WAS, Shelter, Education, InformationCounselling and Legal Assistance (ICL, Livelihoods and Food Security (LF, Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RR. With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno Stat, Yola (in Adamawa Statand Jos (in Plateau Stat, NRC can respond to the needs of those affected by the conflict across NorthEast, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the NorthEast and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the abovementioned Area Offices, NRC has suboffice structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Procurement Technical Assistant to join our team in Maiduguri, Borno State. You will be responsible for receiving and processing purchase requests and ensure efficient and effective delivery of goods and services with regards to NRC value for money principles.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Provide anticorruption, transparency and costefficiency focus in all procurement processes
  • Conduct procurement process with focus on country and NRC regulations
  • Prepare procurement documents in line with NRC procurement procedures

Specific responsibilities 

  • Prepare requests for quotations and source bids & quotations in accordance with NRC procurement regulations.
  • Prepare the payment request, ensure complete paper trail is attached and submit to the Procurement Officer for verification.
  • Liaise with receiving units and suppliers to collect invoices and Delivery documents.
  • Maintain proper files for procurement documents (as per local filling procedure
  • Assist the Procurement Officer in establishing and coordinating routine processes and procedures for the Procurement department.
  • Any other task reasonably assigned by the supervisor

Professional competencies 

  • Experience from working as a Procurement Assistant in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good communication in English
  • Good communication and negotiation skills
  • Interpersonal skills, computer skills
  • Compliance with NRC and donor policies, procedures and systems which are related to Logistics
