JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCH, Field Operations and Technical Cooperation Division (FOTCEurope and Central Asia (ECSection in Chisinau, Moldova. The incumbent reports to Head of OHCHR Moldova and to the Chief of ECA.
Responsibilities
Under the supervision and guidance of the Head of OHCHR Moldova, the incumbent will: Serves as focal point for development partners, intergovernmental organizations, private donors, foundations and corporations and others to generate and encourage the highest level of contributions by: Mapping donor priorities, interest funding lines and partnership opportunities within Moldova Negotiating and preparing concept notes and funding submissions, including joint submissions with other UN agencies, and other relevant materials, responding to ad hoc requests for information from potential donors and reviewing funding opportunities for the Moldova presence Involving actively in the development of communication and visibility products, highlighting the impact/results of OHCHRimplemented donor contributions as well as coordinating the presentation of strategies, country programme and impact data to the donors Conducting all internal review and approval processes for new programmes and projects Reviewing and following up on funding agreements with all donors Engaging with/cultivating donors to ensure they are familiar with OHCHR’s priorities and needs (including through meetings, briefings, virtual/in situ visits in the country, participation in events etc.) Acting as OHCHR’s focal point in UNCT discussions related to the resource mobilization and partnership strategy Develops and maintains key strategic partnerships with new donors (development partners/governments, intergovernmental organizations, private donors, foundations and corporations and other, in order to achieve a broad donors base for OHCHR Moldova by: Advising the head of presence of the fundraising strategies and issues, and accompanying them during respective meetings that have a fundraising purpose, including preparation of all relevant materials, and followup to the meetings in a timely manner Leading and developing fundraising and outreach strategies with all mentioned potential donors organizing and participating in donor briefings Supports Head of presence in coordination of programmes and projects of OHCHR Moldova by: developing, implementing and evaluating programmes/projects in coordination with programme and project managers ensuring high quality monitoring and analysing programme/project development and implementation reviewing relevant project and programme documents and reports identifying problems and issues to be addressed and initiating corrective actions, liaising with relevant parties and ensuring followup actions Contributes to the organizational effectiveness of OHCHR Moldova by: Representing the Head of presence in relevant meetings, when requested Supporting the coordination of work including administrative matters (recruitment, budget, project management, etc.) Participating in planning and preparation of offices costand workplans
Competencies
PROFESSIONALISM: Ability of negotiations with donors and/or governments. Ability in developing joint UN/implementing entities projects. Knowledge of managing project evaluation processes. Ability in contributing to communication and visibility products related to fundraising. Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socioeconomic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Indepth understanding of the RC and UNCT’s systems and policies on the integration of human rights into the UN work at the country level. Education
Advanced university degree (Master’s degree or equivalenpreferably in social and political science, public administration, business administrative or management, economics, international relations or related field. A firstlevel university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible professional experience in human rights, humanitarian or development work is required. A minimum of four (4) years of experience in donor relations and resource mobilization with governments, intergovernmental organizations and/or private donors is required. A minimum of four (4) years of experience in programme or project management is required. Experience overseeing the management of multiple projects or programme is desirable. Field experience is desirable. Experience in developing partnerships with private donors including foundations and corporations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in written and oral English is required for this post. Knowledge of Romanian or Russian is desirable.
