JOB DESCRIPTION

Organizational Setting

The Forestry Division (NFleads FAO’s work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with Members, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects, analyses and disseminates information on the world’s forest resources and, on the production, trade and consumption of wood and nonwood forest products.
The position is located at FAO headquarters in Rome, Italy, specifically in the FAO Governing Bodies and Global Processes Team of the Forestry Division (NF, which serves as the Secretariat of the Committee on Forestry (COFand coordinates FAO’s contribution to the international arrangement on forests, including the Collaborative Partnership on Forests (CP, the implementation of the United Nations Strategic Plan for Forests 20172030 (UNSPand its six Global Forest Goals (GFG, and coordinates the planning of biennial session of the FAO’s six Regional Forestry Commissions.

The Forestry Officer (International Policy and Governancreports to the Senior Forestry Officer/Secretary of the Committee on Forestry (COF, Team Leader of the FAO Governing Bodies and Global Processes Team, NFO.

Technical Focus

Support to policy dialogue and international forest policy development, including through the implementation of the UNSPF and other forestrelated global commitments and the collaboration with the Members of the Collaborative Partnership on Forests (CP.

Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions

• Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services.
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages.
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects.
• Collaborates in the development of improved/updated tools, systems, processes and databases.
• Participates in multidisciplinary teams and/or leads working groups/teams collaborates with other Divisions/Offices/Centres on work groups and committees and promotes best practices.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Members such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools.
•  Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
•  Supports resource mobilization activities in accordance with the FAO Strategic Framework.

Specific Functions

•  Provides technical support to international forestrelated policy dialogues at all levels to enhance the implementation of UNSPF and the achievement of the global forestrelated goals, through the work of the Collaborative Partnership on Forests (CP, the Regional Forestry Commissions (RFCand other relevant global and regional processes.
•  Provides technical, coordinative and other support to the work of the CPF Chair.
•  Provides policy advice, drafts and reviews policy briefs, documents, reports and knowledge products related to international forest policy, and, inter alia, crosssectorial policies related to forests, Sustainable Development Goals (SDGand other multilaterally agreed forestrelated goas and objectives, in the context of CPF, and develops knowledge and communication products related to the work of CPF, including through the inputs to the HighLevel Political Forum on Sustainable Development (HLP.
• Supports the development of CPF workplan and joint initiatives in partnership with other CPF Members.
• Engages in resource mobilization to enhance the work of CPF and the implementation of the joint initiatives.
• Liaises and coordinates with partners including CPF Members and the United Nations Forum on Forests (UNFSecretariat, to foster collaboration and coordination of the work of CPF in order to strengthen partnership within CPF, its incountry relevance; and to foster, strengthen and manage strategic partnerships with relevant institutions to enhance the implementation of UNSPF.
• Provides advise and technical input to the CPF’s participation in highlevel policy dialogues with the Members, donors, civil society and private sector on forest related issues.
• Provides substantive inputs to CPFled implementation of the outcomes of the Midterm Review of the International Arrangement on Forests (IAand other relevant commitments.
• Supervises consultants and contracts; manages administrative processes related to activities in his/her area of work.
• Performs other duties as required.

Minimum Requirements

•  Advanced university degree in international relations, natural resources, forestry or a related field.
•  Five years of relevant experience in international forest or environmental policy.
• Working knowledge (full proficiencylevel of English and intermediate knowledge (intermediate proficiencylevel of another FAO official language (Arabic, Chinese, French, Russian or Spanis.

Technical/Functional Skills

•  Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience and knowledge in research and policylevel analysis, networking and partnership building and knowledge of global processes, such as the United Nations Forum on Forests (UNFand other related processes, such as the United Nations Framework Convention on Climate Change (UNFCC, the Convention on Biological Diversity (CB, the UN Convention to Combat Desertification (UNCC, HLPF, etc.
•  Extent and relevance of experience in development and working within UN and/or nonUN partnerships and programmes.
• Depth of familiarity with international forest policy, including UNSPF.
• Extent and relevance of experience in the analysis and formulation of policy and knowledge products related to forestry.
• Ability to analyse complex forest policy related issues from a policy, social and environmental point of view.
