BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s Country Strategic Plan 20232028 supports progress towards Sustainable Development Goals 2 and 17 through three outcomes:
➢ Crisisaffected populations in Egypt, including refugees, meet their essential food and nutrition needs and have enhanced selfreliance all year round.

WFP is therefore implementing its humanitarian response to crisisaffected populations, including refugees and asylum seekers, as well as designing

resiliencebuilding activities for refugees and host community members. WFP’s approach to food security is twopronged; it first ensures access to basic food needs for vulnerable populations, and secondly, it addresses longterm resilience building for future selfreliance. Through its “One Refugee Policy” WFP targets vulnerable crisisaffected populations irrespective of nationality with cashbased transfers to ensure they can meet their essential food needs throughout the year.

Under the supervision of the Crisis Response Officer, the position of National Programme Policy Officer will therefore contribute to building the national institutional capacity in the office and will ensure coherent and continuous support to other units. Additionally, as part of the revised Business Model, this function will support the humanitariandevelopment nexus through social protection enhancements.

ACCOUNTABILITIES/RESPONSIBILITIES:
Support the Head of emergency unit on prioritization of key corporate initiatives.
Maintain and strengthen relationships with UN counterparts.
Attending interagency, governmental and internal meetings as required, representing WFP and coordinating with respective counterparts on the follow up actions as required.
Lead meetings with private and public sector stakeholders as required.
Provide project management support for the implementation of Livelihoods, selfreliance and digitalization programmes, ensuring a coordinated approach with wider programmes units that comply with WFP standards and procedures.
Manage and guide more junior staff, acting as a point of referral and supporting them with analysis and queries.
Establish and maintain operational partnerships to identify opportunities for joint partnerships and initiatives that improve assistance packages and support advocacy work.
Research and analyze a range of policy and operational issues to inform the development of policies, programmes and activities.
Lead the rollout of the new management strategy and action plans to address identified operational gaps.
Manage the digitalization of other core processes around the delivery of cash /food making sure that the targeted vulnerable population receives the right entitlements efficiently.
Responsible for the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
Responsible for capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs making key contributions for the development of training materials.
Establish and implement relevant Standard Operating Procedures for ensuring quality and timely distribution of cash support to beneficiaries.
Promote cooperation with national institutions in supporting the inclusion of refugees for selfreliance., vocational training, access to finance, labor market, etc.
Contribute to Country Office Emergency Preparedness to respond to humanitarian crises and needs.
Support the Head of Unit as required and act as Officer in Charge in her absence.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced University degree in International Affairs, Economics, Social Sciences or other fields relevant to International Development Assistance, or First University Degree with additional years of related work experience and/or training/courses
Experience:
Eight (8) years of professional/managerial experience in support of refugees (i.e. livelihoods, emergency assistance, cashbased transfers, etc.), experience in implementation of national/international development programmes. Preferably in an international organization and/or UN system Experience with management of humanitarian programs, including at least 3 years on

managerial level.

• Experience in development policy analysis and dialogue.
• Strong understanding of the Egyptian development context.
• selfreliance programming and inclusion pathways, including social protection.
• Experience working in dynamic and innovative environments.
• Experience in programme cycle management, design and implementation.

Languages:
Fluency in both written and spoken English (level and Arabic

Knowledge & Skills:

• Demonstrated ability to present analytical findings and to communicate effectively.
• Good understanding of food security and protection considerations for forcibly displaced populations.
• Delegates responsibly and provides appropriate support empowering others to deliver results.
• Responds readily to change in different contexts and adapts accordingly.

• Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and contextspecific approaches.
