Job Summary:

The Monitoring, Evaluation, and Learning (MEDirector will provides vision, technical leadership, direction, and innovation for the MEL department of the anticipated USAIDfunded “Strengthening Systems for Health Security (SSH” project in Peru aimed at building robust capabilities in preventing, detecting, and responding to infectious disease and health threats and ensuring national and global health security (GH. The MEL Director will establishes and continually refine technical frameworks, approaches, tools, and activities for that project, develop standards and ensures consistent MEL practices throughout the phases of the project life cycle to meet expectations of the project team and funders, identify specialized partnership needs, and engage qualified partners to ensure technical performance. The MEL Director will monitor all the MEL technical aspects of a project from initiation through delivery, ensure completion of project technical deliverables are on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure technical objectives are met. Contributes project experience and learning to global thought leadership initiatives in specific areas of technical specialization. The MEL Director monitors budget/spending for the department and liaises with other departments and units ensuring that all MEL department requirements are met and completed on schedule and within budget.

This position is located in Lima and contingent upon successful award to FHI

Accountabilities:

  • Serves as the technical lead and key point of contact for the SSHS project in Peru.
  • Direct and leads the technical operational and tactical activities of the project based on the approved work plans and budgets.
  • Ensures highquality technical deliverables—including work plans, tools, systems for the MEL department, and annual reports—are developed, submitted, and approved on schedule and within budget parameters.
  • Develops and implement processes and procedures to achieve the strategic technical goals of the project.
  • Provides guidance to the Chief of Party, other managers, and staff to achieve project strategic goals.
  • Provides direction to ensure technical activities are compliant with client agreements, government regulations and the organization’s policies and procedures.
  • Responds to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.
  • Manages the monitoring and evaluation activities of a project including contributing to the finalization and submission of project work plans, performance monitoring plans (PMPand quarterly, annual, and other reports.
  • Oversees development of systems, processes, and tools to support analysis and visualization of data to support performance management.
  • Ensures that routinely collected data are analyzed and disseminated to external audiences.
  • Develops and implements processes and procedures to achieve the strategic technical goals of the project.
  • Develops budget input for the SI unit and SI functions on projects and proposals.
  • Manages the relationship with all subcontracted organizations on a project on technical matters.
  • Promotes project success by collecting, writing, and distributing success stories, and case studies.
  • Attends informative events related to the subject matter or regions of the project to network and learn information that could be valuable to project activities.
  • Supports knowledge management within the project, including the capture and articulation of success stories, best practices and lessons learned.
  • Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.
  • Supports performance management and professional development of direct reports,
  • including ongoing feedback, coaching and career support.
  • Engages in writing publications and may contribute to developing proposals for new projects.
  • Identifies and consults with executive management on technical recommendations to make better business decisions.
  • Interacts internally and externally with executive management and staff, communicating project results.
  • Ensures compliance with organizational procedures and policies.

Supervision Given/Received:

  • Develops and recommends project management solutions.
  • Reports to the Chief of Party.

Education:

  • Master’s Degree or its International Equivalent in epidemiology, public health, statistics, demographics, public policy, international development, economics, or a related field. or a Related Field.
  • Project Management (PCertification preferred.

Experience:

  • 10+ years of relevant technical/project management experience in providing technical assistance in or conducting and/or leading monitoring and evaluation work, quantitative or qualitative research, or implementation science studies in international settings preferred. (including 8+ years of leadership, strong business acumen and/or line management experienc.
  • Prior work experience with USG, particularly USAID, and regional or global programming.
  • Prior work experience in a nongovernmental organization (NGis preferred.

  • Proficiency in English and Spanish language.

Typical office environment:

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
