OBJECTIVES OF THE PROGRAMME
The Office of Internal Oversight Services (IOreports to the DirectorGeneral and is responsible for internal audit and investigations services to WHO and its affiliated entities. IOS has the sole responsibility for the conduct of investigations within WHO. The IOS Investigation Unit (IN, under the supervision of the Head Investigation, manages and conducts assessments and investigations into allegations of misconduct, such as fraud, theft and embezzlement, corruption, abuse of privileges and immunities, sexual exploitation and sexual abuse, sexual harassment, workplace harassment and abuse of authority/abusive conduct, retaliation on whistle blowers, or other acts or omissions in conflict with the general obligations that involve WHO staff and other personnel. INT also investigates allegations of fraud and other financial irregularities committed by contractors, implementing partners, and other third parties, deemed to be detrimental to WHO. In addition, INT may undertake proactive investigations in highrisk areas that are susceptible to fraud, corruption and other wrongdoings. IOS conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations endorsed by the 10th Conference of International Investigators, with the WHO Legal Framework for Addressing NonCompliance with the United Nations Standards of Conduct, and with the IOS Investigation Guidelines, as relevant.

DESCRIPTION OF DUTIES
The incumbent is tasked to:
Plan, organize conduct, and report on IOS investigations according to appropriate professional standards, IOS investigation guidelines and procedures, and ILOAT jurisprudence
Review and assess complaints and allegations; formulate investigation plans, gather, review and analyse evidence, conduct interviews of staff and other involved parties, record interviews, and conduct investigative research.
Liaise with local officials, partners, and third parties, and obtain internal support such as interpreters to facilitate investigative work.
Conduct assessments of progress on investigations and provide input on probable impact of investigation outcomes relative to strategies and advise colleagues accordingly.
Prepare complete and concise investigation reports, case closure memoranda and ad hoc briefings containing findings and recommendations for remedial or disciplinary action.
Prepare recommendations for corrective action and improved controls and effectiveness or efficiency of WHO systems and operations.
Guided by the Team Lead, Investigation Operations, prepare proactive fraud risk assessments and fraud profiles of the Organization.
Provide support in the preparation of work plans and the establishment of priorities for the investigation function including the prioritization of implementation plans of investigative work in consultation with his/her supervisor
Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
- A First level university degree in law, public administration, or a related field relevant to the functions of the position.
Desirable:
- An advanced level university degree (Masters level or abovin one of the abovementioned fields.

Experience
Essential:
- At least 5 years of relevant professional experience in areas related to investigations of which at least 3 should focus on public sector investigations.
- Demonstrated field experience in developing countries with direct responsibility for performing investigations of fraud, misconduct, harassment, sexual harassment or sexual abuse.
- Demonstrated international exposure.
Desirable:
- Experience in the use of IT forensic tools and approaches.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicabl, a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members and expatriate benefits, as appropriate, which may include home leave, and an education grant for dependent children. WHO staff members may benefit from the Flexible Working Arrangements Policy which includes teleworking.
