We are currently seeking qualified candidates for the position of Team Leader for the upcoming FCDO Freedoms, Reforms and Elections in Ethiopia (FREProgramme. This position will be based in Addis Ababa, Ethiopia and is contingent upon award.
Programme Description
FREE is an upcoming, fouryear programme (20242028) funded by the FCDO. FREE will aim to bring together selected supply and demand side democratic actors to protect democratic space in Ethiopia from further rollbacks as nascent gains achieved in civic space, institutional reform, and enfranchisement of the electorate are sustained. The FREE programme will be delivered through three components: 1) Civic Freedoms (85% of resource; 2) Oversight institutions (6% of resource; and 3) Political Economy Analysis and Evidence Facility (9% of resource. The supplier would be responsible for managing a large number of grants to civil society partners and other organisations and for delivering technical assistance and research products.
Position Description
The Team Leader will be the most senior person responsible for the delivery of the supplier contract. They must provide overarching leadership for FREE, ensuring activities under all components contribute to a coherent, focused, and effective strategy. They must manage a diverse team of Ethiopian and international experts delivering the programme. They must lead highlevel discussions between FCDO and the Supplier relating to the supplier contract and other commercially sensitive issues. They must lead high level, sensitive discussions between the supplier and government of Ethiopia and Ethiopian stakeholders.
