Summary

 

This position is within the Office of Human Capital Talent Management, at the U.S. Agency for International Development (USAID).

Duties

  • Leads the development of enterprise-wide recruitment plans and strategies, based on an integrated talent management framework approach across the agency that fill gaps in the talent pipeline among mission- critical occupations.
  • Develops strategic plans and evaluation criteria supporting the integration of workforce issues into the agency’s planning processes and the enhancement of agency-wide talent management programs.
  • Recommends appropriate courses of action to follow in the development of policies and procedures related to federal employment programs including Pathways Programs, Special Hiring Authorities including People with Disabilities Appointing Authorities.
  • Provides advice and guidance to staff and agency leadership on addressing highly complex talent acquisition issues, such as establishing innovative methods of recruiting for hard-to-fill positions in the Civil or Foreign Service.
  • Promotes efforts to meet agency under-representation goals by identifying opportunities to reach niche groups of candidates or under-served communities and builds relationships with external stakeholders.
  • Writes key recruitment strategy documents for the Agency, including the Global Recruitment Strategy and the Strategic Recruitment Plan.

  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience:

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:

A) Develops, plans for, and directs initiatives on broad, emerging, or critical large-scale human resources programs, and counseling top organization officials. This includes implementing strategies and activities supporting the administration of strategic employment programs.

B) Provides leadership, advice, and guidance to staff and organization leadership on addressing highly complex talent acquisition issues, such as establishing innovative methods of recruiting for hard-to-fill positions in the Civil or Foreign Service. AND

C) Reviews documents prepared by the staff to determine policy consistency and assures the efficacy of such policies and programs, and monitors resource expenditure across recruitment and outreach activities.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
