Information Technology Officer

The position will be based in Maseru, Lesotho.

SECURE Project Description

The USAID Sustaining Epidemic Control through Unified Prevention (SECURE) program is a five-year activity that seeks to build on this positive momentum by providing USAID a flexible, locally led response differentiated by target population and built on our record of success in Lesotho, existing presence across the target geography, and FHI 360’s deep bench of technical expertise. Our approach seeks to strengthen the system that provides integrated primary health care (PHC), health promotion, health systems strengthening and preventive services and transitions leadership to key government-led services and local implementers. Our partners offer complementary expertise and trusted relationships with the Government of Lesotho (GOL), stakeholders, and communities. Our team will serve as mentors, trainers, advisors, and facilitators to bolster local partner and government capacity, skills, and tools to lead the HIV prevention response toward reaching, maintaining, and sustaining HIV epidemic control.

Job Summary

Provides system-level support of multi-user operating systems, hardware and software tools, including installation, configuration, maintenance, and support of infrastructure and network systems. Analyzes user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. Identifies alternatives for optimizing computer resources.

Accountabilities

  • Supports IT strategic initiatives for servers and network systems for company goals and projects.
  • Researches, plans, install, configure, troubleshoot, maintain and upgrades hardware and software interfaces with the operating system.
  • Analyzes and evaluates present or proposed business procedures or problems to define data processing needs.
  • Monitors storage media capacities to ensure company operations are not compromised by insufficient storage capacity.
  • Responds to requests for new domain accounts and security changes to ensure accounts are deleted, locked or archived as necessary.
  • Works with team members to advice on appropriate hardware and software needs and evaluate computer vendors.
  • Maintains confidentiality about the information being processed, stored or accessed by the network.
  • Implement and optimize HMIS processes for accurate data entry, storage, and retrieval.
  • Ensure seamless integration of data collection systems with existing HMIS platforms
  • Configure, deploy, and maintain tablet devices for data collection.
  • Troubleshoot hardware and software issues, providing timely support to field staff
  • Documents system problems and resolutions for future reference.
  • Performs other duties as assigned.

Compliance and Data Security:

  • Work closely with the Strategic Information team to ensure compliance with data protection regulations and organizational policies concerning sensitive health information.
  • Support and contribute on development and enforcement of data access protocols to maintain confidentiality and integrity of data.

System Monitoring and Evaluation:

  • Monitor system performance and user engagement, recommending improvements as necessary.
  • Evaluate the effectiveness of HMIS tools and practices, making adjustments to enhance usability and data accuracy.

Applied Knowledge & Skills

  • Working knowledge of concepts, practices, and procedures with computer hardware and software, including applications and programming systems.
  • Excellent quantitative and analytical skills.
  • Excellent oral and written communication skills.
  • Demonstrated problem solving and organizational skills.
  • Ability to analyze data, identify errors and provide solutions.
  • Ability to work well with others and independently.

Supervision Given/Received

  • Has no supervisory responsibility.
  • Provides suggestions on business and operational decisions that affect the department.
  • Receives instructions on new assignments, but plans activities to complete task.
  • Typically reports to a Manager or Associate Director.

Education

Advertisement
  • Bachelor’s Degree or its International Equivalent in Computer Science, Computer Engineering, Information Technology, Management Information Systems or Related Field.

Experience

  • Typically requires 3-5years of experience with server administration and networking functions.
  • Experience with back-up/restore, email, and performance monitoring applications.
  • Demonstrated experience with Windows NT/200/2003 server administration and networking including Active Directory, DHCP, WINS, DNS, and OSI network model.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
  • Prior experience in a non-governmental organization (NGO) preferred.

Technology to be Used

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

  • Less than 10%
