JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Collect the necessary information and documentation on the present situation of airport infrastructure and services.

Function 2 (incl. Expected results)

Assess the current capacity and service level conditions of the main airport facilities and equipment: air side, passengers and cargo buildings, landside and access, complementary systems.

Function 3 (incl. Expected results)

Identify the necessary changes or remedial actions to improve the detected deficiencies, including the development requirements, vis-a-vis the compliance with the relevant ICAO SARPs, procedures and ANP.

Function 4 (incl. Expected results)

Analyze the statistical trend of the demand.

Function 5 (incl. Expected results)

Revise or propose the demand forecasting required for planning purposes and determine the planning horizon as per the demand.

Function 6 (incl. Expected results)

Study and propose the general options for airport development, submitting the relevant partial reports and draft plans to the consideration of the concerned authorities.

Develop the selected option at the level of airport master plan, including the passenger building and determining the internal and external land use zones and necessary land.

Function 8 (incl. Expected results)

Examine in detail the role, organization, functions, responsibilities, staffing, financing and other relevant aspects of the present airport administration, with due regard to the aviation law, government policy, international responsibilities and institutional arrangements.

Identify and evaluate problems which prevent the effective and efficient discharge of responsibilities.

Function 10 (incl. Expected results)

Evaluate the financial situation of the civil aviation sub-sector with regard to the aeronautical and non aeronautical revenue and the investment, operating and maintenance costs involved.

Identify alternate arrangements in the status of the present organization which would best facilitate the achievement of the aims and objectives of an airport administration and the discharge of responsibilities emanating from the aviation law and the Convention on International Civil Aviation.

Function 12 (incl. Expected results)

Taking into account the studies carried out, determine the feasibility of setting up an airport authority with the highest degree of autonomy.

Prepare a report to the civil aviation authority on the findings and recommendations resulting from the above

Qualifications and Experience
Education

University degree in economics.

Professional experience

Essential

  1. At least ten years governmental experience including policy submissions or decisions on such matters of major concern to a civil aviation or related directorates as: setting up a civil aviation authority; regulation of air transport operations, route permits, rates, fares, business practices and competition; regulation of the air transport market and control of the economics of airports and route facilities; traffic studies and forecasting trends; and relationship of recurrent costs and user charges.
  2. Awareness of the relevant provisions of the Convention on International Civil Aviation and concerned annexes and other related ICAO documentation and procedural requirements.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
