 The Eastern Europe Country Management Unit (ECCEE) which covers Ukraine, Moldova, and Belarus is recruiting two Extended Term Consultants (ETCs) based in Kyiv, Ukraine to provide support to the World Bank portfolio. The ETCs will report directly to the ECCEE Operations Manager (OM), be part of the unit’s operational support team, and work closely with the task team, government counterparts and development partners.

The position is a one-year ETC assignment, with a possibility to extend for an additional year, dependent on available budget and performance.

Duties and Accountabilities
The ETCs will include, but are not limited to, the following:
 
Support Country Management Unit Operations:
  • Under the guidance of the OM contribute to quality control by reviewing packages for compliance with corporate requirements and country strategic priorities, as well as internal consistency.
  • Contribute to monitoring the Country Partnership Framework implementation.
  • Review official correspondence, operational documents, lending, and implementation support mission documents, ensuring compliance with the Bank’s quality standards and operational guidelines prior to CMU’s/OM’s clearance.
  • Support the dialogue with government and development partners by preparing meeting and visit briefs, conducting deep dives with clients and counterparts, and responding to requests from shareholders in close coordination with the OM.
  • Assist in work program preparation and monitoring.
  • Support the OM with office management and coordination functions, including facilities management and logistics for visiting missions.
Manage Portfolio and Ensure Operations Quality:
  • Carry out tasks related to portfolio monitoring and management, including preparing portfolio summary notes and annual Joint Portfolio Reviews.
Provide Upstream Operational Support for World Bank-Financed Projects:
  • Support and guide to World Bank task teams working on pipeline and portfolio operations, with special emphasis on ensuring timely and consistent advice across teams.
  • Work closely with and support operational teams in all aspects of the project cycle to resolve issues and ensure quality.
  • Provide just-in-time advice and practical solutions to sector teams and government counterparts.
Draft Corporate Reports and Conduct Outreach:
  • Under the guidance of the Country Director and/or OM and in coordination with the Washington, DC-based CMU team and Senior Operations Officer, draft briefs for Senior Management as part of Annual/Spring Meetings preparation and for high-level meetings and visits.
  • Liaise with relevant Bank units on operational and strategic matters when required.
 
Engage with Group Internal Audit (GIA):
  • Engage with GIA on their Ukraine work program by answering questions, providing documentation, and supporting the country team in responding to requests and queries.
  • Review GIA reports and ensure coordination between the GIA and the country team in addressing any concerns or recommendations.
 
Share Knowledge:
  • Organize and deliver presentations for World Bank teams to share lessons learned.

Selection Criteria

  • Educational Background: A Master’s degree in a relevant discipline (such as economics, public policy, business administration, or a relevant sector) with a minimum of five years of substantial experience in the implementation or monitoring of development projects, public policy initiatives, or analytical and advisory services (ASA).
  • Project Implementation Experience: Strong understanding of development operations, with experience in managing or supporting projects focused on both lending and non-lending activities, or in related areas. Prior experience with large-scale projects in the public or private sector is an asset.
  • Experience with Government and Development Partners: Demonstrated experience or knowledge of working with the Ukrainian government and development partner organizations. A clear understanding of their structures, processes, and priorities, and the ability to effectively navigate these to achieve project objectives.
  • Strategic Thinking and Innovation: Proven ability to think strategically and offer innovative solutions, both in terms of substance and process, in the design and implementation of country or sector work programs. Must demonstrate a strong attention to detail alongside strategic insight.
  • Operational and Analytical Skills: Solid analytical skills, with demonstrated ability to organize tasks related to project management, portfolio support, and advisory services.
  • Interpersonal and Diplomatic Skills: Strong interpersonal and diplomatic skills, with the ability to engage effectively with a wide range of stakeholders, including clients, partners, and staff at all levels.
  • Communication Skills: Excellent oral and written communication skills in both English and Ukrainian, with the ability to effectively convey complex ideas and foster collaboration.
