Country and position context
 
The ECCEE Country Management Unit (CMU) oversees the World Bank’s programs in Ukraine, Belarus (IBRD), and Moldova. These programs are strongly committed to deepening harmonization and collaboration with other donors, including the European Union and International Financial Institutions (IFIs). The country programs focus on structural reforms, energy, finance, financial management, governance issues, as well as skills and competencies. The regional political and security context presents specific challenges.
 
Duties and Accountabilities:
 
The Team Assistant will support the Operations Manager and the Country Management Unit in the Ukraine Country Office, handling a variety of concurrent activities and competing demands in the fast-paced and dynamic environment of the World Bank’s Ukraine office. Specific responsibilities will include, but are not limited to, the following:
  • Draft, edit, proofread, and finalize routine correspondence, minutes, and documents/reports in accordance with World Bank guidelines. Incorporate agreed comments into documents, utilizing shared drives and software capabilities. Provide language support and draft translations between English and Ukrainian.
  • Support teams with meeting scheduling, Webex connections, and IT-related queries.
  • Maintain effective written and oral communication with project staff in the regions, WB Support Units, and actively liaise with other units to gain efficiencies through best practices.
  • Ensure up-to-date filing of all documents related to the PA’s assigned Task Managers (both WB Docs and hard copies) for easy access and smooth information flow.
  • Provide support for the preparation and implementation of World Bank projects and activities according to Bank procedures, ensuring the efficient processing of project documents.
  • Process selection in AdminPortal and eConsultant2, in close collaboration with the Task Team Leader. Assist with end-of-year closing requirements, reviewing and following up to ensure consultant commitments and balances are paid, and contracts are closed, particularly in the last quarter of the fiscal year.
  • Provide primary assistance in the implementation of the unit’s work program, including specialized support in specific areas such as task management, procurement, database management, IT, or editorial assistance.
  • Maintain current distribution lists, phone/address lists of project/product contacts, and distribute documents to the team.
  • Coordinate with the Resource Management unit and liaise frequently with team members both at HQ and in the Country Office.
  • Arrange work schedules and meetings with counterparts for visiting teams.
  • Coordinate time management and schedules, taking current and future priorities into account, anticipating changes, and communicating updates.

 

Selection Criteria

  • Minimum educational requirement: High school diploma with 2 years of relevant experience; a higher degree is preferred.
  • Excellent computer skills, including advanced document formatting abilities.
  • Knowledge and understanding of World Bank Group administrative/operational business procedures for IPF, DPL, and ASA is a plus.
  • Experience in performing administrative functions (e.g., procurement, HR, etc.).
  • Proficiency in advanced features of standard World Bank technology packages (particularly SAP, WBGeProcure, and the Operational Portal).
  • Strong communication and diplomatic skills, especially when interacting with colleagues and clients.
  • Demonstrated ability to retrieve, gather, and compile information from various sources (e.g., Internet) and organize it into usable formats.
  • Strong organizational skills with the ability to prioritize and deliver assignments in a timely manner, often under tight deadlines.
  • Fluency in oral and written English and Ukrainian is essential.
