JOB DESCRIPTION

Background:

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director. Under the expanding EVAW portfolio, UN Women works in the areas of eliminating child, early and forced marriages, women’s access to justice, monitoring and coordination mechanisms for EVAW in partnership with Ministry of Family and Social Services, Ministry of Justice, and Ministry of Interiors as well as municipalities, labor organizations, civil society organizations, women’s organizations, academia and UN agencies, while also leading programmatic interventions to women and girls affected by the earthquake.

Within the scope of “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected   by the earthquakes in Türkiye” project, UN Women aims to restore and strengthen both the physical infrastructure and technical capacities of VAW service provision through a survivor-centred and rights-based approach that contributes the empowerment of women. The project aims to establish good models that can then be scaled up to become part of the overall MOFSS response to violence against women in their areas of competence under the scope of the project.

The Impact/ Overall Objective of the Project is to improve the protection of women and children’s rights in earthquake affected regions in Türkiye. The project comprises of the following 1 Outcome/Special Objective and 4 Outputs:

  • Outcome/ Specific Objective 1: To enhance access to quality prevention, protection and empowerment services for women and girls at risk of and survivors of VAWG, in the earthquake-affected provinces and provinces receiving migration from the affected region, in line with national and international standards.
    • Output 1.1. Reconstructed women shelters for survivors of violence and their accompanying children in selected earthquakes affected provinces and migration receiving ones, in line with the national and international standards and good practices.
    • Output 1.2. Strengthened and refurbished shelters and violence prevention and monitoring centres for survivors and those at risk of violence against women and girls, and their accompanying children in selected earthquakes affected provinces and provinces that received migration to meet the increasing needs.
    • Output 1.3. Increased technical knowledge, skills and enhanced tools of the public personnel providing and coordinating violence prevention and protection services at the institutions of Ministry of Family and Social Services and Law Enforcement institutions in the target provinces.
    • Output 1.4. Increased access of survivors to opportunities supporting their socio-economic empowerment and well-being, including in the post-shelter period.

Reporting to the Programme Specialist, the Programme Associate works with and provides support to the members of the Programme and EVAW portfolio team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  The Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the RO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.

Key Functions and Accountabilities:

1.Provide advanced administrative and logistical support to the formulation and management of programmes:

  • Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the country offices and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Contribute to the development or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management;
  • Review programme data from programmes/ projects for CO/MCO/RO website;
  • Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers.

  2. Provide advanced administrative support to the financial management of the Programme Unit:

  • Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Monitor budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system; post transactions in Quantum system;
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system;
  • Prepare and follow up of cost-recovery bills in Quantum system.

 3. Provide advanced administrative support to the Programme Unit:

  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Provide guidance and training to Programme Assistants.

  4. Provide administrative support to Resource Mobilization in the field of VAWG:

  • Prepare cost-sharing and other agreements; follow up on contributions within the CO/MCO/RO resource mobilization efforts;
  • Organize, compile and process information from donors, Country Office and programme team, as inputs to various databases and documents.

5. Facilitation of knowledge building and knowledge sharing:

  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues.

 6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities: Programme Associate will not supervise any staff. The staff member will report to and work under direct supervision of the Programme Specialist.

Recruitment Qualifications:

Education and Certification:
  • Completion of secondary education is required.
  • Bachelor’s degree in Business , Public Administration or Social and Economic Departments is an asset.
Experience
  • At least 7 years of progressively responsible experience in administration or programme and/or project management/support;
  • Experience in working in a computer environment using multiple office software packages is required;
  • Experience in supporting a team is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable;
  • Experience in the field of VAW and working with Public authorities is desirable.
Languages
  • Fluency in English and Turkish is required.
