WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world. As of Q3 2023,WFP delivered vital food assistance to 13.2 million
people in need, provided nutrition support to 2.9 million children and women, and also contributed to education through its school feeding programme reaching 2 million schoolchildren.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Yemen remains one of the most significant humanitarian crises in the world, with around 17.4 million people (IPC Phase 3 and above) in need of assistance as per the 2022 IPC result. Conflict and economic crisis remain the main drivers of acute food insecurity and malnutrition, further exacerbated by the instability of humanitarian assistance. The United Nations World Food Program and the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA) signed an agreement and Annexes related to the targeting, registration, and assistance transfer management for the most vulnerable households in need for the Areas under Sana’a-based authorities. The agreement provides a framework for collaboration between the two parties to achieve efficient and effective food assistance programs through appropriate beneficiary selection and registration to minimize inclusion and exclusion errors in the beneficiary lists and ensure the neediest are supported through regular monthly food assistance to prevent famine.

The incumbent will apply their knowledge, skills, business analysis tools, and techniques to ensure that country-level beneficiary targeting and identity/transfers management implementation needs, expectations are met, strategic planning requirements are fulfilled, and relevant business input is provided. This involves initiating, leading, and monitoring a portfolio at Area Office level implementation projects to implement the new processes and tools in the prioritized governates and districts.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the Targeting and Registration of all eligible beneficiaries in 221 districts in North Yemen.

2. Mobilize technical expertise on Targeting and Registration exercise.

3. Participate in discussions with relevant stakeholders in various aspects of Targeting and Registration including:

a. Coordination with RAM regarding the design and applicability of the targeting criteria and verification process with key objective to meet beneficiaries most in need.

b. Liaise with local authorities and participate in negotiations to obtain approvals for the Targeting and Registration activity.

c. Engage with relevant gender and protection focal points to ensure that targeting processes are inclusive, fair and communicated in a transparent way to affected populations.

d. Coordinate with communications team to produce different sensitization assets required for the Targeting and Registration exercise.

4. Support the identification, development, and management of potential partnerships to collaborative working leading to improved Targeting and Registration activities.

5. Conduct preliminary Targeting and Registration assessments to define the Targeting and Registration approach for various programmatic interventions based on the context in Yemen.

6. Ensuring strong awareness of targeting requirements and eligibility criteria through various sensitization channels.

7. Ensure effective capturing of vulnerability details for beneficiaries as per the Targeting and Registration approach.

8. Ensure understanding of and compliance with WFPs policies and guidelines like Personal Data Protection Policy.

9. Ensure the preparation of accurate and timely reporting on Targeting and Registration that enable informed decision making and consistency of information presented to stakeholders.

10. Support the capacity building of WFP staff, partners, and local authorities to prepare for and respond to Targeting and Registration needs through:

a. Preparing training materials and conducting TOT trainings for WFP staff and cooperating partners.

b. Document lessons learnt/best practices and actively contribute to new and refined existing guidance, tools and SOPs based on country-level experiences.

c. Conduct workshops with local authorities, cooperating partners and internal staff and share knowledge of different challenges, solutions and lessons learnt.

11. Build, lead and manage the targeting team to complete the deliverables in agreed timelines, thereby fostering good human relationship and creating positive environment.

12. Perform other related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Information technology, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/training/courses.

Experience: For holders of an advanced degree, 3 years of relevant work experience, and 5 years for holders of first-level university degree of progressively responsible experience in a humanitarian organization, with demonstrable field experience dealing with Beneficiary Identity Management and large-scale beneficiary registration in complex operations. This should include experience working in conflict contexts. In-depth field experience in emergency contexts is highly desirable.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is an added advantage.

TERMS AND CONDITIONS

  • The applicant shouldn’t be a Yemeni national.
  • This position is required for a period of consecutive 11 months with a possibility of extension subject to operational needs and availability of funding in Yemen Country Office.
  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
