Report to: the Head of Protection, Gender and Accountability to Affected People (PGAAP) Team.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

WFP seeks to launch a collaborative initiative between OPDs, national CPs and WFP that enhances the effectiveness of its response in Myanmar by accelerating the strengthening of inclusive food security programming. Expected outcomes from this project include:

– An OPD achieves all benchmarking and assurance standards and are successfully registered in the United Nations Partner Portal.

– Strengthened OPD technical capacity to influence disability inclusion in Myanmar’s humanitarian response architecture.

– Strengthened WFP and Cooperating Partner capacity in inclusive strategic and operational decision-making, including adaptation of WFP’s current four areas of programming and an informed theory of change for the next iteration of the country’s strategic plan.

– Strengthened WFP and CP capacity results in inclusive community engagement models that:

  • Provide a localized, granular understanding of who (identifying inequalities and intersectionality of vulnerabilities) is being left behind in terms of food security, why (root causes) and where, the acceptance and role of WFP in achieving food security in Myanmar and what is most required to address the needs of those furthest behind. And,
  • Informs operational adaptation during the WFP 2024-2025 Interim Country Strategy Plan and strategic direction for the 2026-2030 Country Strategic Plan.

Deliverables and estimated timelines:

Phase 1: Planning

In the Planning phase, the Project Coordinator will:

  • Review relevant documents and produce an inception report.
  • Develop a detailed project plan, including monitoring mechanisms.
  • Ensure that necessary agreements are created or amended.

Deliverables:

A comprehensive project implementation plan. A Field Level Agreement (FLA) signed with Organizations of Persons with Disabilities (OPDs). Amended existing Country Programme (CP) FLAs.

Phase 2: Implementation

During the Implementation phase, the Project Coordinator will:

  • Conduct a UN Partner Portal (UNPP) capacity assessment of OPDs to ensure compliance with financial management, assurance, safeguarding, and accountability standards.
  • Conduct an inclusion assessment of CPs, developing the necessary tools.
  • Co-develop and implement improvement plans for both CPs and OPDs.
  • Manage the shadowing process to provide OPDs with hands-on experience in WFP’s areas of programming.
  • Support OPD participation in inter-agency coordination fora.
  • Review and update the CP and WFP toolkit to incorporate good practices in disability-inclusive food security programming.
  • Develop, deliver, and measure the impact of tailored training for OPD, CP, and WFP staff.
  • Review the interviewer training package.
  • Contribute to collective efforts on accountability to affected people through the community voices platform.

Deliverables and Timeline:

  • October 2024: OPD gap analysis and improvement plan, CP gap analysis and improvement plan.
  • November – December 2024: Implementation of improvement plans, OPD successfully registered in UNPP.
  • January – May 2025: OPDs gain experience through three WFP implementation cycles, OPDs and CPs trained on inclusive programming, capacity assessment of WFP tools and office accessibility, updated WFP toolkit including CP management cycle.
  • Throughout: Active participation of OPD and CP in inter-agency coordination fora.
  • October – December 2025: Conduct a series of WFP workshops and training sessions.

Phase 3: Evaluation (November – December 2025)

In the Evaluation phase, the Project Coordinator will:

  • Conduct an impact learning review.
  • Present findings and learning through regional and global webinars.

Deliverables:

  • An after-action review.
  • Presentation of learning outcomes through regional and global webinars.

QUALIFICATIONS AND EXPERIENCE

Education: An advanced University degree (Master’s degree and equivalent plus experience) in social science, gender, international development or law, international studies, human rights, political science, public administration, communication or a related field is required.

Experience: Minimum 1-year relevant experience

Language: Fluency (level C) in English language and the duty station’s language, if different.
