JOB DESCRIPTION

Position Description
RTI seeks an Enabling Environment Lead for the anticipated Energy Conservation and Resilience (ENCORE) program. They will be responsible providing technical assistance to strengthen the Government of Jamaica and its ministries, departments and agencies to oversee the transition to more renewable, reliable, and efficient energy. Additionally, this role will provide training to build the human and institutional capacity to advance renewable, resilient, and efficient energy. Moreover, the Enabling Environment Lead will provide technical assistance to increase access to finance for energy investment (including private finance, and innovative climate finance approaches). Lastly, they will offer technical assistance to identify ways to reduce the social and environmental impacts of the energy sector (such as solar waste management). This position will report to the Chief of Party and will be based in Kingston, Jamaica or elsewhere in Jamaica on a case-by-case basis.

 

Position is contingent upon award and funding.

Responsibilities

  • Interact with utilities, government ministries, regulators, project developers, and other stakeholders involved with energy projects.
  • Travel to project locations to execute technical activities and supervise staff.
  • Lead technical teams, supervising in-house and consultant staff and ensuring schedule and delivery.
  • Provide leadership in supporting regulatory changes relevant to the energy sector.
  • Support financial institutions to develop products and raise capital for RE and EE projects.
  • Facilitate adoption of policies that improve business processes, systems, and maintenance; ensure effective training and development; lower transaction costs; create a more competitive transaction-enabling environment; attract investment capital; and provide a climate of transparency, reliability, and predictability for investors.

Qualifications

  • Bachelor’s Degree and 8 years of experience, or Master’s degree and 6 years of experience.
  • Minimum five years in policy and regulatory analysis or planning, financing, and deployment of solar/wind/BESS/grid integration of RE.

Key Knowledge, Skills and Abilities:

  • Demonstrated network in Jamaica with leading RE players, financial institutions, and service providers.
  • Demonstrated experience is improving the enabling environment related to RE via technical or financial assistance.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Excellent communication and interpersonal skills.
  • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
  • Experience working in Jamaica.
  • Excellent oral and written English language communication skills required.
