JOB DESCRIPTION

Position Description
RTI seeks an Energy Efficiency (EE) and Conservation Lead for the anticipated Energy Conservation and Resilience (ENCORE) program. They will be responsible for developing innovative approaches to deliver expected lifetime energy savings from EE or energy conservation in residential, commercial, public, and/or industrial buildings. Additionally, they will oversee the implementation of innovative approaches to deliver expected lifetime energy savings from EE or energy conservation in residential, commercial, public, and/or industrial buildings. This position will report to the Chief of Party and will be based in Kingston, Jamaica or elsewhere in Jamaica on a case-by-case basis.

 

Position is contingent upon award and funding.

Responsibilities

  • Leads EE initiatives under the project, under direction from the COP, that maximize available resources.
  • Lead a team that provides technical assistance to implement energy saving measures for residential, commercial, industrial, and public buildings. Supports EE project implementation by providing direction related to policy/regulations and innovative EE technologies and/or business models.
  • Oversee implementation of innovative EE measures.
  • Identify policy/regulatory challenges and opportunities for deployment of EE in the Jamaican energy sector.
  • Conducts trainings and capacity development workshops for utilities, regulators, etc.
  • Ensures effective coordination and synergies between policy-level, market-level, and community-based activities, while managing procurements, deliveries, and other related logistical actions.
  • Contributes to the development, implementation, and reporting on detailed management plans that may include implementation plans, deliverable tracking, and work planning for all technical activities.
  • Coordinates with project leadership and communications staff to report on programmatic achievements and success stories as required for project deliverable reporting.

Qualifications

  • Bachelor’s Degree and 8 years of experience, or Master’s degree and 6 years of experience.
  • Minimum of five (5) years proven leadership in energy efficiency, demand side management, or fields related to energy efficiency. Experience working with electric utilities/regulators is highly desirable, preferably in international donor programs.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated knowledge of EE policy/regulation with strong skills in strategic planning, management, supervision, procurement, and budgeting.
  • Demonstrated experience working with electric utilities/regulators and strong relationships with relevant stakeholders is highly desirable.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Excellent communication and interpersonal skills.
  • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
  • Experience working in Jamaica.
