JOB DESCRIPTION

Position Description 

RTI is seeking a Governance Service and Capacity Advisor for the USAID-funded GIGA project. The Governance Service and Capacity Advisor will be responsible for the project goals of improving local government service delivery and building the capacity of CSOs and local stakeholders. Extensive travel throughout Guinea over the life of the project may be required.

This position will be based in Conakry, Guinea and will report to the Deputy Chief of Party (DCOP). Position is contingent upon award and funding.

Responsibilities

  • Oversee all GIGA staff and consultants delivering technical assistance, capacity building, and systems improvement related.
  • Provide programmatic and technical guidance related to civil society capacity building activities under GIGA.
  • Strengthen and improve the capacity of local government actors to deliver expanded and accountable public services. 
  • Support civil society development through grants, mentoring, and other enabling activities.
  • Act as a liaison between the GIGA Team and CSOs.
  • Provide recommendations for adaptive solutions to overcome technical challenges.
  • Lead co-creation of service delivery and capacity building interventions.
  • Work with the Chief of Party, DCOP, and program staff to ensure technical and implementation coordination across Objectives.
  • Perform other duties as assigned. 

Qualifications

  • Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, or equivalent combination of education and experience. 
  • Expertise and prior experience working on internationally funded governance programs in the areas of decentralization, local government strengthening, public service delivery, or civil society strengthening. 
  • Demonstrated ability to work with a wide range of government and civil society stakeholders and private sector partners. 
  • Excellent communication and interpersonal skills.
  • Ability to travel and work in difficult terrain/conditions at times.
  • Proficiency in French and English preferred.
