JOB DESCRIPTION

The Position:

The Programme Analyst, GBV & Harmful Practices, is located in the Country Office (CO) of UNFPA in Lilongwe. S/He is a key member of the Gender Unit and operates under the direct supervision of the Programme Specialist, GBV & Harmful Practices.

The Analyst contributes to the effective design, implementation, and reporting of programmes focused on Gender Equality, Gender-Based Violence (GBV), and Harmful Practices, such as child marriage and female genital mutilation (FGM), within both development and humanitarian contexts in Malawi. Comprehensive GBV and harmful practices prevention and response programming in humanitarian emergencies requires skilled coordination of a range of organizations and actors from the displaced and host communities, NGOs, government partners, UN agencies, and other national and international organizations preventing and responding to GBV and eliminating harmful practices.

The Programme Analyst, GBV & Harmful Practices will assist in offering technical support to the government, local development partners and implementing partners to ensure optimal programme implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy for policy change and clear communication of UNFPA mandate, work and results in the country across humanitarian and development settings. S/He will contribute in the coordination of multi-sectoral, inter-agency GBV interventions in a humanitarian emergency. S/He will provide support for various functions of the function and CO maintaining collaborative relationships with all staff and teams in the CO.

Job Purpose:

The Programme Analyst, GBV & Harmful Practices analyses Gender issues, GBV and harmful practices trends and the social, economic, and policy environment in-country, ensuring that all reports, updates, and progress information on UNFPA supported programs and projects align with results-based management principles. S/He contributes to the acceleration of efforts to advance gender equality and equity as a human right for the reduction of Gender Based Violence (GBV), teenage pregnancies, HIV and AIDS and poverty in line with the Malawi national policy ensuring coherence with agreed international policy frameworks, including the UNFPA Strategic Plan, the Country UN Coordination Framework, the National Development Plan, and related sectoral strategies.

The Programme Analyst effectively manages programmes in support of the national response in the areas of Gender, GBV and harmful practices, sexual and reproductive health, family planning and community interventions.

S/He contributes to CO’s efforts in advocacy, policy advice/dialogue, research and resource mobilization in support of GBV and harmful practices; provides technical support and contributes to building the capacity of partners for the implementation of Country Programme activities. S/He facilitates the delivery of UNFPA’s programmes by monitoring results achieved against set targets. S/He facilitates the work of consultants, advisors, experts; establishes and maintains collaborative relationships with counterparts in government, multilateral and bilateral donor agencies and civil society to address emerging issues. S/He effectively influences counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate.

You would be responsible for:

The Programme Analyst, GBV & Harmful Practices, will be responsible for:

A. Programme Management and Support:

  • In collaboration with Programme Specialist, GBV & Harmful Practices, Government counterparts, UN, CSOs and other partners, contribute to the formulation of AWPs aimed at preventing and responding to GBV and eliminating harmful practices such as child marriage and female genital mutilation (FGM) in line with Government priorities and according to UNFPA programme policies and procedures.
  • Ensure quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Contribute to effective coordination related to gender equality GBV prevention in the country by being actively involved in key coordination meetings and platforms. This includes participating in relevant programme meetings, humanitarian meetings, including settlement coordination meetings etc.
  • Expedite and coordinate programme/project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
  • Contribute to technical support to partners when needed, including supporting capacity building of district local governments and local partners to generate, analyze and utilize quality GBV data/harmful practices for evidence-based decision making, policy and programme formulation, monitoring and evaluation.
  • Help create and document knowledge about current and emerging trends and issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Address policy issues and provide substantive inputs to facilitate policy dialogue and the central positioning of SRH/HIV issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
  • Prepare budgets and Monitor expenditures using the existing platforms such as Quantum and Quantum plus to ensure delivery is in line with approved budgets and to realize targeted delivery levels.
  • Support implementation of national GBV related policies and strategies, including the National Male Engagement Strategy and coordinate development of common plans and a common monitoring framework.
  • Contribute to the implementation of humanitarian response interventions under CERF, UNFPA EF and other proposals.

B. Monitoring, Evaluation and Knowledge Management for Policy development & Advocacy:

  • Ensure robust tracking of Gender, GBV/harmful practices programme implementation and financial expenditure, and support implementing partners to submit quality technical and financial reports in conformity with signed agreements.
  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
  • Help create and document knowledge about current and emerging trends and issues, by analyzing GBV programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Support increased availability and use of technical information to improve data collection, analysis, and use; with special attention to recent developments in analysis of data from censuses, surveys, statistics, etc.
  • Contribute to the Advocacy for the integration of GBV prevention and the elimination of harmful practices into national policies, laws, and development frameworks.
  • Support national partners’ capacity to generate quality GBV and harmful practices data, analysis and utilization for evidence-based decision making, policy and program formulation, monitoring and evaluation in support of integrated national development and humanitarian response.
  • Analyze and interpret the political, social and economic environment relevant to Gender, GBV, SRHR and identify opportunities for UNFPA assistance and intervention. Keep abreast with new policy developments and strategies by analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
  • Participate in relevant local, national and sub-national fora, enhancing UNFPA mandate on Gender, GBV, SRHR, Family Planning and HIV working to ensure that technical issues are incorporated in national development plans and frameworks.
  • Address policy issues and provide substantive inputs to facilitate policy dialogue and the central positioning of GBV and harmful practices issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
  • Create substantive knowledge of GBV and harmful practices issues and programmes in the country; assess technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
  • Participate actively in appropriate UN coordination mechanisms (e.g. GBV sub-cluster meetings, etc.) and support and contribute to all joint programmes/activities among the UN agencies.

C. Advocacy and Resource Mobilization:

  • Proactively scan donors’ environment and advise Gender, GBV team on the upcoming resource mobilization opportunities.
  • Contribute to the proposals and concept note writing process, including CERF and UNFPA EF proposalsAssist advocacy and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
  • Develop GBV and harmful practices factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilization purposes.
  • Prepare project proposals and share information about UNFPA tools for co-financing and funding.
  • Contribute to strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
  • Maintain mutually respectful relationships with strategic partners, development partners, UN agencies and implementing partners and other duty bearers in the country to facilitate timely and efficient delivery of programmes with a particular focus on Gender equality, GBV and harmful practices.
  • Proactively contribute to Gender advocacy, partnership building and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
  • Support in demonstrating UNFPA’s work to partners to enhance goodwill and partnership

D. General Support

  • Stand-in for other team members on selected functions as may be required.
  • Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:

Education:

  • A Master’s Degree in Gender, health, population and/ or other related social science field.

Knowledge and Experience:

  • At least 2 years of professional experience in programme/project management in the health sector.
  • Excellent analytical and communication skills.
  • Substantive work experience in the field of GBV humanitarian response and integrated SRHR/GBV/HIV approaches will be desired.
  • Experience in programme/ project management.
  • A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Malawi will be an added advantage.

Languages:

  • Fluency in oral and written English is required. Working knowledge of another UN Official Language, an asset.
