JOB TITLE: Logistics Cluster Monitoring, Learning and Evaluation Officer

DUTY STATION (City, Country): Position falls under the Logistics Cluster headquarters team in Rome but is fully remote, with expected travels

DURATION: 6 months with possibility of extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Logistics Cluster enables global, regional and local actors to meet humanitarian needs. The Logistics Cluster works with the stakeholders in high risk countries and regions to strengthen national supply chain coordination and promote a common methodology towards logistics preparedness among the humanitarian community. In emergencies, where these capacities have been exceeded, leadership, coordination, information and operational services are provided. WFP as the lead agency of the Logistics Cluster maintains a team based in the Supply Chain Division of WFP HQ in Rome. It is comprised of a diverse, multi-skilled group of logisticians and information management officers and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The Objectives: Contribute to the implementation of the Logistics Cluster Strategy to ensure that Logistics Cluster operations and preparedness activities at field level and globally meet the expectations of partners and donors for logistics and preparedness support through coordination, information management, and service provision. Further, contribute to activities at global level such as supporting the Logistics Cluster Community of Partners, partnership networks, information provision, trainings, and preparedness. The Monitoring, Learning, and Evaluation (MLE) Officer is responsible to support Logistics Cluster in establishing a suitable, comprehensive MLE Framework, focusing on preparedness activities but with the goal to achieve a consolidated, Logistics Cluster-wide framework at the end of the contract. The MLE officer is responsible for the rigorous monitoring and evaluation of the Logistics Cluster preparedness workstream, ensuring that the operations are executed as per the designed plans and indicating the areas for improvement. The MLE officer acts further as subject matter advisor to the other workstreams supporting their MLE framework activities. This role is central in providing actionable insights through data collection, analysis, and reporting, to guide the strategic direction of the Logistics Cluster. The MLE Officer will work closely with both internal teams and external partners to establish and maintain the monitoring and evaluation frameworks that will be instrumental in measuring the impact and effectiveness of the Logistics Cluster’s humanitarian logistics operations and preparedness initiatives. Reporting Line: The incumbent will report to the Head of Preparedness within the GLC Support Team.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Develop a comprehensive MLE framework / improve the existing one for all preparedness activities, and donor- & management-targeted, resource-efficient activity, and results reporting.

2. Act as focal point for the Kuehne Logistics University (KLU) Impact Measurement Project which will review the Logistics Cluster preparedness workstream to develop an adapted SCOR model on localised preparedness towards a preparedness impact measurement framework. This includes subject matter and project support to (a). Achieve the KLU project’s goals on impact measurement in Logistics Cluster preparedness. (b). Oversee the translation of the developed model into all Logistics Cluster Preparedness activities, both current and retroactively, to be applied in all Logistics Cluster preparedness countries.

3. Support the KLU project by investigating, harvesting, searching, and analysing Logistics Cluster preparedness project data, linking up to field colleagues – former and current – and researching, collecting, and collating project data.

4. Act as advisor and subject matter expert on MLE supporting all Logistics Cluster teams and areas in the field of activity measurement, LogFrames, output & outcome metrics, and KPI definitions, and the implementation of an adequate, resource-efficient MLE framework for the entire Logistics Cluster.

5. Assist with the unit’s MLE framework, quality assessment monitoring and evaluations actiities, in close coordination and alignment with other WFP technical teams (in particular amongst the Logistics Service, other WFP-lead Clusters, country capacity strengthening activities) and related field offices.

6. Conduct field visits where necessary to support ongoing MLE activities, and to identify potential project adjustments needed based on MLE data

7. Provide capacity-building trainings and technical support to Logistics Cluster teams on MLE concepts, tools, and best practices, in close coordination with Logistics Cluster training team.

8. Support the IM team in their MLE activities with subject matter advise, e.g. on metrics definitions and analysing data collected from field operations and generation of insightful reports to inform decision-making and strategy development.

9. Oversee the usage measurement and evaluation (e.g. google analytics) for Logistics Cluster information products and support the IM team in conducting respective measurements and report creation.

10. Support Logistics Cluster in liaison and collaboration with external partners and stakeholders, including donors and government agencies, to ensure harmonization and alignment of MLE activities.

11. Complementary to WFP MLE tools, Manage and maintain Logistics Cluster MLE databases and tools, in close coordination with the Community Solutions team.

12. Conduct periodic reviews and evaluations of projects to assess the efficiency, effectiveness, impact, sustainability, and relevance of interventions.

13. Integrate gender and diversity considerations into MLE frameworks to ensure that projects are sensitive to and meet the different needs of communities. 14. Support IM in in the preparation and dissemination of regular MLE reports to senior management, donors, and partners, highlighting key achievements, challenges, and lessons learned.

15. Identify and document best practices and success stories for wider sharing and learning, both internally and externally.

16. Other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

• Comprehensive MLE Framework for Logistics Cluster preparedness approach developed and implemented.

• Monthly MLE progress reports for Logistics Cluster preparedness workstream produced and disseminated.

• KLU results translated into all Logistics Cluster preparedness country activities (measurment conducted per country)

• Final report detailing key findings, lessons learned, and recommendations for improving future logistics operations and preparedness activities.

• Completion of focal point responsibilities for external impact measurement project with academia. Detailed reports on project progress and impacts.

• Comprehensive Logistics Cluster operational Monitoring and Evaluation framework defined

Recommendations for strategic adjustments based on data analysis and evaluation.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: A university degree in Social Sciences, Natural Sciences, Statistics, Supply Chain Management, Humanitarian Project Management and related field or equivalent relevant experience.

Experience: Minimum of six years of experience in the design and implementation of M&EMLE Knowledge & Skills: activities in the humanitarian sector. Demonstrated abilities to work with a wide range of partners/stakeholders. Working experience in Logistics, is a strong plus.

Experience working with inter-agency coordination, capacity strengthening, preparedness, and/o impact measurement would be desirable. Experience with MLE concepts and principles with a broad knowledge of best practices, techniques combined

• Experience in evaluating, and deploying monitoring and evaluation tools Proven ICT skills, especially in the use of MIS and database software Expertise in analysing qualitative and quantitative data

• Ability to produce concise indicator reports for decision making

• Ability to create high-quality reports targeted at senior leadership audiences

• Good knowledge of supply chain thematic areas and vocabulary is desirable

• Strong planning, organizational and time management skills.

• Highly proactive and able to work with a great degree of autonomy

• Team player with strong interpersonal and communication skills •

Languages: An excellent command of written and spoken English is required; working knowledge of another UN language, ideally Spanish or French, is a strong advantage.
