Position Overview

The Pan American Development Foundation is recruiting a new Monitoring, Evaluation and Learning (MEL) Coordinator to assist in program monitoring, evaluation, and accountability in its Guyana office to support the implementation of PADF’s programs focused on increasing access to legal status, promoting social integration and improving the lives of vulnerable Venezuelan migrants and other vulnerable populations.

The role of Monitoring, Evaluation and Learning (MEL) Coordinator presents a challenging and exciting opportunity to support the collection and processing of information that demonstrates the program’s impact and provides critical inputs to support strategic decision making. Working closely with the Deputy Project Director and the HQ MEL team, this position also offers ongoing guidance and capacity building support to implementing partner organizations to enhance their MEL capabilities.

The position will be based in Georgetown, Guyana.

Essential Duties and Responsibilities 

Working under the supervision of the Guyana Deputy Project Director, with support from the PADF headquarters MEL unit, the Monitoring and Evaluation Coordinator will:

  • Assist in the development of the Monitoring, Evaluation and Learning Strategy and relevant guidelines for tracking program achievements and outcomes.
  • Provide MEL capacity-building and ongoing support to local PADF partner organizations, including assistance in the development of project MEL plans and support in ensuring adequate collection and tracking of project indicators.
  • Coordinate appropriate information flows, corroborate program information, and share findings to support program tracking, planning, and strategic decision-making.
  • Validate the quantity and quality of program data and achievements.
  • Promote knowledge management and a learning environment through leadership and personal example.
  • Undertake any other functions or responsibilities which may be assigned by the Program Management Team.
  • Travel to meet with project sub-awardee partners and monitor project activities within Guyana as required.

Required Qualifications

  • Bachelor’s degree in social sciences, international development, statistics, data analytics or relevant discipline.
  • At least three (3) years of work experience in a MEL role (or similar) with a public institution, national or international NGO, donor or development agency.
  • Proven experience and skills in developing monitoring, evaluation and research protocols and tools.
  • Experience in designing studies and research, using both qualitative and quantitative methods.
  • Fluency in Spanish and English.
  • Demonstrated experience using advanced Excel. Use of data analysis and data visualization software such as R, Python, PowerBI and Tableau is a plus.
