JOB DESCRIPTION

Background:
OSCE Office for Democratic Institutions and Human Rights (ODIHR) mandate on migration and freedom of movement is rooted in the commitments of OSCE participating States (pS) to facilitate the integration of migrants, uphold human rights in migration and border management, safeguard the freedom of movement, combat discrimination against migrants, asylum seekers, and refugees, and promote the dignified treatment of individuals crossing borders, in accordance with international human rights, refugee, and humanitarian law. Under this framework and through targeted and locally contextualized interventions, ODIHR enhances the capacity of national, regional, and local stakeholders, including civil society and human rights defenders in ensuring that migration and border management is in line with international human rights standards and that migrants’ rights are protected.

In its future project activities, the Migration and Freedom of Movement team will deliver training courses across a range of areas aimed at strengthening migrant integration and human rights-compliant migration and border management. These include but are not limited to:

  • Promoting good practices in migrant and refugee integration, including a special focus on trauma-informed migrant and refugee integration support (for national and local authorities)
  • Exploring human rights implications of new technologies in migration and border management (for human rights defenders and national human rights institutions)
  • Building capacity in human rights monitoring in the migration context (for human rights defenders)
  • Raising awareness on human rights standards and monitoring principles at international borders and in immigration detention and its alternatives (for national human rights institutions)
  • Promoting balanced narratives on migration (for national and local authorities, civil society and the media)
  • Raising awareness about emerging challenges such as human rights implications of climate-induced migration, new approaches to tackling statelessness, exploring the role of gender in vulnerability assessments in the migration contexts (for national authorities, civil society and international organizations)
  • Building capacity in facilitating community dialogues to foster understanding on migration and social cohesion in diverse communities (for civil society actors)
  • Building capacity to facilitate the Ukrainian diaspora engagement in reconstruction and development of Ukraine focusing on promoting human rights and democratic institutions (for national authorities, civil society and international organizations)
  • Conducting targeted courses on the nexus between migration and the rule of law (for judges, national policymakers, and security sector officials)

Objective of Assignment:
ODIHR’s Migration and Freedom of Movement team is recruiting trainers and facilitators as international consultants for a roster to assist in the delivery of its future training activities in the coming years. Consultants will play a key role in empowering diverse stakeholders to promote human rights and social cohesion in the migration context.

Tasks and Responsibilities:
Under the overall supervision of the Migration and Freedom of Movement Advisers, the successful candidates can be tasked with one or more of the following duties:

  1. Developing new training curricula on topics related to migration and freedom of movement and human rights and including latest trends and good practices particularly relevant for the context in which the training will be delivered.
  2. Updating existing ODIHR curricula and adjusting to a particular geopolitical context in which training is to be delivered and to specific audiences.
  3. Delivering in-person training sessions, usually during training events of one to five days, in an interactive and engaging format with high level of flexibility and readiness to use innovative training methods such as simulations, role plays, case-study analyses etc.
  4. Coordinating the training design and preparation of the training delivery in a timely and efficient manner with ODIHR advisers and other trainers to ensure coherence, consistency and high quality of the training events.
  5. When relevant, providing follow-up support to training participants with the design and implementation of follow-up activities inspired by ODIHR training (for example, community dialogues).
  6. When relevant, gathering training participants’ post-training qualitative feedback about the longer-term impact of the knowledge and skills gained during ODIHR training on their work.

Necessary Qualifications:

  • University degree in sociology, political sciences, international relations, law, humanities or other disciplines related to migration/freedom of movement;
  • Minimum 4 years of relevant practical experience in the field of capacity building in human rights monitoring, migration and/or integration in the OSCE region;
  • Knowledge of international human rights standards relevant to migration and integration contexts;
  • Experience in delivering training courses and/or facilitating workshops for state institutions and/or civil society organisations;
  • Ability to apply gender analysis and to identify and address issues relevant to gender and diversity in migration and integration contexts;
  • Excellent knowledge of English, including excellent communication and drafting skills;
  • Professional fluency in either of the following languages, both oral and written, will be an advantage: Bosnian, Croatian, Greek, Polish, Russian, Serbian, Turkish and Ukrainian;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet and confident use of online meeting platforms;
  • Strong organizational and coordination skills;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
