Development Impact Department

World Bank’s Development Impact Group (DIME) generates high-quality, operationally relevant data and research to transform development policy, help reduce extreme poverty, and secure shared prosperity. It develops customized data and evidence ecosystems to produce actionable information and recommends specific policy pathways to maximize impact. DIME works across various World Bank sectors, including Agriculture, Governance, Climate Change, Financial & Private Sector Development, Entertainment Education, Transport & Infrastructure, Social Protection & Jobs, and Fragility, Conflict, and Violence.

With a portfolio of more than 300 impact evaluations (IEs), DIME operates across all sectors in about 60 countries spanning the globe. DIME IEs test a variety of interventions and mechanisms to understand why policy succeeds or fails and how to improve policy design and implementation to obtain better results. DIME adopts a programmatic approach to evidence-based policymaking to increase economies of scale in research and learning. Job Description

The World Bank’s Development Impact Group (DIME) is looking for an Extended Term Consultant (ETC) to: 1) utilize big data platforms to automatically and systematically process and analyze development datasets, and 2) provide technical consultancy on the evaluation and enhancement of public information systems and the generated datasets. The successful candidate will have experience in data analysis and documentation, workflow management, and web development. The ETC will support multiple initiatives across the Development Impact Group.

DIME Analytics (40%)

The DIME Analytics team creates tools that improve the quality of impact evaluation research for all. They take advantage of the concentration and scale of research at the Development Impact group to develop and test solutions to ensure the credibility, quality, and reproducibility of our research. All resources developed and tested by DIME Analytics are made available to the global community of development researchers through open-access trainings and open-source tools. ·DIME Data Management System Design and Coordination. The candidate shall be responsible for oversight and periodic updating of data management system design for internal data systems, including the myIE portfolio monitoring system and the recruitment database. The candidate will design and/or improve data ingestion, storage, access management, and analytics. With support from unit leadership, the candidate shall coordinate with ITS counterparts as required to support internal data systems and dashboards.

·Data Science Best Practices. The candidate shall, in coordination with team members and hired consultants, lead DIME’s peer code review initiative, improving protocols and scaling up the initiative to include a broad set of data analysts across the Bank. The candidate will also contribute to reusable code, methods, packages, and libraries to support wider use of alternative data and data science best practices in international development.


DG REGIO Data Ecosystem (40%)

DIME is collaborating with the Directorate-General for Regional and Urban Policy (DG REGIO) of the European Commission to improve DG REGIO’s data ecosystem and analytics for better monitoring and evaluation of EU cohesion policies. The project focuses on optimizing data efficiency, accuracy, and accessibility to support evidence-based decision-making.

•Data system assessment and analysis: Conduct a thorough assessment of the existing data ecosystem and analytics framework within DG REGIO. Identify gaps, inefficiencies, and areas for improvement in data integration, quality assurance, and real-time monitoring. Provide detailed recommendations for improving the data ecosystem and analytics.

•Data system enhancements: Leverage advanced technologies like ML, AI, and big data to enhance DG REGIO’s data ecosystem and analytics, with the objective of improving data accessibility and enabling real-time policy monitoring. Develop technical documentation and guidelines for the implementation of new data integration and optimization solutions.

•Data system case studies: Strengthen the connection between DG REGIO’s monitoring system and disaggregated data from Member States through detailed case studies. Assess the feasibility and benefits of linking DG REGIO’s monitoring system with various types of data (administrative, geo-referenced, micro-level, and digital/mobile technologies). Propose and implement strategies to establish and strengthen these linkages, ensuring data consistency, accuracy, and usability.
 
MEGA for PFM (20%)

As part of an initiative to utilize microdata and evidence for government action (MEGA), DIME aims to use modern big data platforms and tools to automatically and systematically process and analyze datasets. This project focuses on enhancements to public financial management (PFM) reporting and data automation using detailed budget and expenditure data (BOOST), alongside other reliable data sources (e.g., household survey, poverty and price data), while also promoting capacity building and knowledge sharing within the organization and with client counterparts. Key responsibilities include:

·Methodology Development: Partner with the public finance team to standardize PFM outcome measures, conduct fiscal mapping, and present results through user-friendly dashboards integrating expenditure data with development indicator datasets.

·Data Automation: Design and implement automated data pipelines for BOOST, covering data ingestion, cleaning, processing, and publication. Ensure data consistency and quality by integrating automated monitoring, quality checks, and alerts for anomalies across public budget datasets.

·Dashboard Development: Engage with stakeholders to identify analytical needs and design visualizations and reports, creating a coherent dashboard for policy decision-making.

Selection Criteria

•Proficiency in programming languages such as Python, R, and SQL. Knowledge of Stata is a plus.

•A strong background in programmatic data manipulation and analysis.

•Experience in data pipeline automation.·

•Proficiency in data visualization tools and dashboard development.

•Self-motivated and proactive approach to project management, demonstrating the ability to drive the project forward, ensure effective communication with stakeholders, and meet project deadlines.

•Use of version control systems (e.g., Git).

•Education/Experience: Master’s degree in a relevant field (e.g. computer science, data engineering, data science, computational public policy, quantitative economics, etc) with 2+ years of work experience; or a Bachelor’s degree with 4+ years of work experience

•Strong written and verbal communication skills in English required, fluency in other World Bank working languages preferred;

•Demonstrated interest in impact evaluation and/or reproducible research.

• Previous experience with international organizations or financial institutions is a plus.

• Familiarity with EU cohesion policy, regional development, and related data systems is a plus.

• Experience working with big data is a plus.
