The World Food Programme (WFP) has been present in Pakistan since 1968 with the focus of work evolving from providing humanitarian assistance to positioning itself as a partner of choice for supporting the Government’s development priorities. Under the Country Strategic Plan (CSP) 2023-2027 WFP continues to support national development priorities by complementing government efforts to improve food and nutrition security while also playing an integral role in emergency preparedness and humanitarian response.

In recent years, WFP has strengthened its partnership with the Government of Pakistan to support them in achieving their targets under SDG 2. As much of the responsibilities for nutrition and food security are devolved to the provincial governments, WFP maintains offices in all four provincial capitals. With this in mind, WFP is planning to hire a Programme Policy Officer (Monitoring and
Analysis) in the Balochistan Provincial Office (Quetta).

ORGANIZATIONAL CONTEXT:

Under the technical guidance of the Research, Analysis and Monitoring (RAM) unit in the WFP Country Office, the Job holder will report to the Head of Provincial Office to provide technical support for targeting, monitoring and analysis related to the programme implementation. They will be involved in a wide variety of programme activities and analytical work, some of which may
be of a considerable complexity. At this level job holders are also expected to contribute to performance of their office and partners and to liaise with the teams across provinces.

PURPOSE OF THE ASSIGNMENT:

To provide technical support to policy and programme activities implemented by WFP in Balochistan province and to contribute to the accountability and knowledge base across the country.

KEY ACCOUNTABILITIES

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance, with a focus on research, monitoring and analysis.
  • Support the development of systems and tools for the monitoring and assessment of WFP activities in line with innovative methodologies and best practice.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  • Contribute to the development of monitoring plans in line with WFP requirements and ensure that Field Monitoring Assistants (FMAs) are regularly visiting the field and producing timely and accurate reports.
  • Conduct occasional monitoring visits to verify that staff at field level is conducting monitoring activities as per the sample plans generated and collecting quality information;
  • Contribute to the analysis of different monitoring data on monthly, quarterly and yearly basis and facilitate preparation of quarterly monitoring reports for internal and external audiences.
  • Provide relevant support for reporting on the effectiveness of WFP activities, constraints and presenting recommendations for improvement in light of monitoring findings of WFP staff, government, and other stakeholders;
  • Ensure monitoring issues are tracked with concerned units;
  • Provide technical assistance to supervise M&E team at provincial office level, including third-party monitoring service providers to ensure quality monitoring as per WFP’s standard guidelines;
  • Support the capacity building of WFP cooperating partners (CPs) to enable them to adapt WFP’s monitoring techniques and ensure their relevant staff is performing their duties as per their agreed terms of reference with WFP;
  • Support in conducting different assessment for WFP projects;
  • Provide all relevant M&E related information for different internal and external reporting;
  • Perform other related duties as required.

QUALIFICATIONS AND EXPERIENCE

Education:

Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First level university degree with additional two years of relevant work experience and/or training/courses.

Experience:
Three years of relevant professional work experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.

Preferably some experience in Balochistan province, and in implementation of national/international development programmes.

Preferably in an international organization and/or UN system.

Skills:

  • Demonstrated proficiency in the use of several statistical tools (such as SPSS) and methods for data analysis;
  • Practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis;
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards;
  • Experience and knowledge of provincial government structure, functions and processes.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Willingness to travel and work under difficult conditions.
  • Good analytical, negotiation, communication, and advocacy skills.

Language:

Fluency in English and Urdu language; Proficiency in Pashto is desirable.
