JOB DETAIL

JOB PURPOSE:

To coordinate activities in Nampula province, with a special focus on community youth Job creation, provision of resilience and Livelihood packages for early recovery and Development programs, interventions on climate change adaptive food systems across programs in Nampula.

BACKGROUND

Acute food insecurity has been on the rise in recent years in northern Mozambique, as conflict and recurring displacement, compounded by climatic and economic shocks, have disrupted communities’ agricultural activities, livelihoods, and purchasing power. Nearly 1.1 million people in Cabo Delgado, Niassa, and Nampula provinces are estimated to be suffering “crisis” or “emergency” levels of hunger, of which over 930,000 of these are in Cabo Delgado alone, as per the latest Integrated Phase Classification (IPC) analysis. The main drivers of food insecurity are the protracted conflict in Cabo Delgado, further aggravated by the recent attacks registered in the southern districts of the province and in neighbouring Nampula province, climatic shocks (such as cyclones and tropical storms which occurred earlier in 2022), the residual impacts of COVID-19, and the impact from the conflict in Ukraine on global food prices.

The results of the National Household Budget Survey (IOF, 2019-2020) indicate a higher stunting prevalence in Nampula province, 47 percent, comparing to the neighboring provinces, Cabo Delgado (45 percent), Zambezia (45 percent) and Niassa (43 percent) and the national average of 38 percent, which is considered very high as per the public health classification.

WFP is covering the immediate food security and nutrition needs of the conflict-affected populations in the provinces of Cabo Delgado. In Nampula, WFP also plans to provide early recovery packages to restore the basis for livelihood, to intervene with actions aiming at the promotion of climate change adaptive food systems as well as to continue supporting Maratane Refugees Camp with a small variety of interventions.

One of the best ways to address multi-faceted challenges experienced by IDPs and host communities is through integrated programmes, which are mindful of the multiple risks that people and ecosystems face. Through this approach, WFP encourages the integration of several innovative technologies, tools, and digital services to assist communities in adapting to the climate crisis. This includes diversifying livelihoods; ensuring access to assets, incomes, and crops; broadening access to financial services; improving access to markets; and rehabilitating land. It also entails working with government authorities to ensure these initiatives can be incorporated into national systems, including early warning, social protection, and financial/insurance mechanisms.

KEY ACCOUNTABILITIES:

Under the direct supervision of the Head of Field office, and working in close collaboration with technical staff from WFP and other UN Agencies, the Recovery and Resilience Building Officer will perform the main two following tasks:

1. Coordinate technical team in the Field Office;

2. Oversight all WFP’s actions in Nampula province, with special focus on interventions falling under SO3;

3. Provide technical assistance to all SO3 initiatives in coordination with CO (following the standards, norms and practices of the Standard Operations Procedures; ensuring compliance with wider WFP policies, procedures, guidelines and operations; quality checks, etc.);

4. Participate in technical design and/or review of CBPPs and assets to be created through Food for Assets (FFA) and/or Cash for Work (CfW);

5. Lead the Environmental and Social Safeguards screening of all activities as per WFP guidelines;

6. Make sure various monitoring surveys (PDM, Outcome Monitoring, etc.) are carried out timely and recommendations are applied;

7. Coordinate data collection and reports drafting of all initiatives in Nampula province;

8. Design and lead capacity building initiatives for various stakeholders;

9. Establish and maintain partnerships with partners and government focal persons;

10. Contribute to assessments and concept notes/proposals design for initiatives in Nampula province;

11. Any other tasks as required.

 

QUALIFICATIONS AND EXPERIENCE:

Education: First degree in food security, development studies, social science, agriculture, engineer, environment and similar subjects.

Advanced degree on relevant subjects would be an asset.

Experience: At least 1 year of postgraduate professional experience, progressively responsible work on designing and implementing interventions at national or community levels focusing on climate change adaptation, climate and disaster risk management, or related area. Experience with WFP and other relevant UN Agencies is considered an asset.

Knowledge & Skills:

– Excellent managerial capacities;

– Ability to maintain proper inter-personal, communication and facilitation skills;

– Capacity to work under pressure;

– Ability to develop and maintain networks with a variety of stakeholders.

– Analytical and problem-solving skills.

– Strong analytical and report writing skills;

Language: National Professional: Fluency in Portuguese and English (level C).

Fluency in Makuhwa and / or Makonde would be an asset.
