1.Background/Context
The regular production, analysis, broad dissemination, and utilization of detailed and disaggregated statistical data have become essential prerequisites for developing targeted, effective, inclusive, and sustainable public policies. These policies are crucial for addressing major inequalities, particularly gender inequalities, and for achieving the Sustainable Development Goals (SDGs). Strengthening knowledge through qualitative and quantitative studies—especially by integrating gender into the production and analysis of statistics by the High Commission for Planning (HCP)—is a vital means to monitor the implementation of this cross-cutting gender policy. In partnership with the European Union, UN Women implements a programme aiming at supporting the integration of gender in the production and analysis of gender sensitive statistics. This project will contribute to these efforts by: (i) strengthening the technical capacity of the HCP in gender integration; (ii) enriching knowledge on gender inequalities; and (iii) widely disseminating gender analyses to support public policies and monitor Morocco’s commitments to gender equality and the achievement of the SDGs. To promote the strengthening of a facilitating environment, the HCP has been undertaking a series of actions for over two decades aimed at strengthening the national statistical framework in general, and gender-sensitive statistics in particular. To this end, it is crucial for HCP executives and human resources at both central and regional levels to acquire solid knowledge and skills on gender statistics production and use. Building up on the successful action implemented throughout this partnership to strengthen the capacity of HCP executives from the Tanger regional direction on gender statistics, the HCP is aiming to fine-tune and scale up these trainings to target another region while enhancing and upgrading the training material. In this context, UN Women, in partnership with the HCP, seeks to recruit an expert to strengthen existing training materials on gender statistics, enhance and deploy interactive trainings targeting regional levels. 2. Purpose of the Assignment In this context, UN Women, in partnership with the High Commission for Planning (HCP), seeks to hire a international consultant to train regional HCP managers and executives in the gender approach and gender-sensitive statistics, for better integration of the gender dimension in their coordination, collection, production, use, analysis, monitoring and evaluation, reporting and dissemination activities. 3. Scope of Work More specifically, the consultant is expected to adapt and strengthen existing training materials and to deliver training courses, which will provide HCP regional executives with the knowledge, technical skills, tools and practical materials to implement a gender approach in their work. Description of Responsibilities/ Scope of Work Goals of the study: The consultant will undertake the following tasks:
The consultant will update, strengthen and enhance two existing training materials, (i) a training cycle on the theme “Gender approach and gender-sensitive statistics: conceptual framework, frames of reference, definitions and societal issues” and (ii) a training cycle on the theme “Using administrative sources and alternative and innovative sources to improve the collection of gender-sensitive indicators”. In addition to enriching the existing training material and updating them, the consultant will conduct training sessions to equip participants with useful concepts and tools, strengthen their skills in advanced analysis (descriptive, inferential, predictive) of gender indicators, (ii) raise their awareness and inform them on gender-sensitive statistics and on qualitative approach to gender issues; and (iv) raise their awareness on gender-sensitive and transformative approaches to results-based management. The consultant will report to the Project Coordination Specialist and will be supported by the Human Resources Focal Point, who will be the point of contact for contract and payment issues.
