The Climate Change Group 

The Climate Change Group (CCG) in the World Bank helps client countries recognize, prepare for, and respond to the risks that climate change poses. With CCG support, the Bank mobilizes the necessary public and private finance, provides technical assistance, and utilizes its convening power to support countries in their transition to low-carbon, climate-resilient development pathways.

CCG also works across the Bank with Global Practices and Regional Operations to ensure climate considerations are integrated in development planning and operational activities, enabling the institution to meet the targets outlined in its Climate Change Action Plan (CCAP) 2021-25 and the new 2025 Targets to Step Up Climate Action.

The Climate Finance & Economics Unit  

The Climate Finance & Economics Unit (SCCFE) is one of five units in the World Bank’s Climate Change Group (CCG). The mandate of the unit encompasses three key workstreams:
1. Climate analytics and diagnostics: lead the development of climate analytics and diagnostics, including tools, instruments and flagship reports, that inform climate policy, priorities and finance;
2. Carbon markets & finance and carbon pricing: support client countries on carbon markets and carbon pricing and drive innovation in international carbon markets infrastructure; and
3. Scaling up and innovation in climate finance: develop innovative climate finance instruments and business models to help the Bank scale up climate finance, including mobilizing private sector capital.

SCCFE accomplishes its mandate in close collaboration with other units within CCG and other regional teams and global practices (GPs).

About the Position  

The Program Assistant will be part of the CCG’s Climate Finance & Economics Unit (SCCFE). The selected candidate will work closely with the Senior Program Assistant and other Program Assistants in the unit to ensure a well-functioning office and perform various office administration tasks. The position reports to SCCFE’s Practice Manager, will be supporting a subset of the team’s 35 staff, and will take on other tasks and responsibilities as needed at the direction of the PM.

Duties and Accountabilities:

The duties of the selected candidate will be as follows:
1. Team Assistance and Administrative Support: Offer administrative support to designated members of the team, including organizing team meetings, preparing documents, and managing communication. Organize and coordinate SCCFE unit-wide activities (such as unit retreats, unit meetings, social events, etc.)
2.Document Management: Oversee the organization, filing, and retrieval of documents, ensuring that all records are maintained accurately and securely as directed by SCCFE leads.
3.Office Coordination: Work closely with Senior Program Assistant and other ACS members of the team to manage the daily operations of the office, including ordering supplies, maintaining office equipment, liaising with vendors, manage certain procurement and hiring-related tasks.
4.Efficiency and Initiative: Proactively identify areas for improving administrative processes and take initiative to streamline tasks and enhance office efficiency.
5.Technical Proficiency: Utilize office software and tools proficiently, including Word, Excel and PowerPoint.  

Selection Criteria

• BA in relevant discipline (e.g., international affairs, public administration, management, or other fields related to international development) plus at least 10 years of relevant experience.
• Experience of working in a Program Assistant role at the World Bank or any other similar organizations.
• Hands-on experience with complex event planning, service procurement, transaction processing and implementation.
• Experience with WB procurement systems (RFXnow, AdminPortal etc.).
• Experience with working on analytic or research type of activities is preferred.
• High degree of discretion in dealing with internal and external clients, staff, and managers at all levels, and in handling confidential and sensitive information.
• Excellent organizational skills and oral and written communication skills in English.
• Track record of teamwork in multi-cultural environments and ability to produce high-quality results and outputs with limited supervision.

Skills/Knowledge: 
• Very strong organizational skills, attention to detail, and ability to manage multiple tasks at the same time under tight deadlines.
• Ability to quickly analyze data and data inter-relationships and make recommendations on process, system and control improvements.
• Proficiency in Microsoft Windows applications, such as Excel, Word and PowerPoint, including advanced spreadsheet design, manipulation, and analysis skills.
• Knowledge of administrative and HR functions in WBG and proven experience in handling high-level corporate tasks and clearance processes with tact and discretion.
• Familiarity with World Bank data management and reporting systems, including SAP, the Operations Portal, and MyTF is preferred.
• Experience with organizing and maintaining complex information systems and demonstrated ability to facilitate knowledge sharing.
• Excellent interpersonal skills with the ability to collaborate and interact with staff at all levels.
• Client-focused, excellent team player and demonstrated ability to work independently as well as in a team environment.
