JOB DESCRIPTION

General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced university degree in the relevant field.

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • A second-level university degree in environmental science, environmental studies, geography, law, international relations, social sciences, security studies or another related discipline. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of six (6) years of professional-level experience in governmental, non-profit or international organizations;
  • Demonstrated management and supervisory experience;
  • Experience in conducting negotiations, advocacy and/or liaison with governmental and non-governmental counterparts as well as international partners;
  • Experience in project management, including in planning, implementation, monitoring, evaluation and reporting;
  • Demonstrated sound knowledge and experience working within the environment, climate, disaster risk reduction, sustainable development or security field;
  • Demonstrated understanding of economic and environmental issues as well as the political and security situation in BiH;
  • Knowledge of key documents and areas of engagement in the OSCE Economic and Environmental Dimension (e.g. environmental good governance, water management, hazardous waste, climate change, disaster risk reduction, etc.);
  • Proven ability to analyse, draft and review documents, including reports and briefing notes;
  • Computer literate with practical experience using Microsoft applications;
  • Professional fluency in English with excellent communication (both oral and written) skills.

Desirable:

  • Knowledge of Bosnian/Croatian/Serbian would be an asset.

Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Mission (DHoM) and the overall supervision of the Head of Mission (HoM); the successful candidate will be tasked with the following duties:

  1. Leading the Mission’s Environment and Climate Security Unit, overseeing the work of the environmental governance and co-operation, climate security and DRR portfolio holders;
  2. Managing the design, planning and implementation of activities within the Mission’s Environment and Climate Security Project, ensuring close co-ordination with other Mission programmes/units and capitalizing on cross-dimensional synergies;
  3. Establishing and maintaining contacts with counterparts from local governmental institutions and non-governmental organizations, embassies, international organizations and international financial institutions for the purpose of identifying needs, shaping activities, eliciting financial support and ensuring co-ordinated programme development and implementation;
  4. Co-ordinating the Mission’s wider involvement in the OSCE EED by serving as the Mission’s primary point of contact with OCEEA, tracking cross-dimensional activities within the Mission, advising on Field Office Conflict Prevention Plans and other initiatives with an EED focus and drafting reports on Mission EED activities to be presented before the OSCE Economic and Environmental Committee;
  5. Conducting research and analysis on current EED issues and challenges in BiH and the wider region in order to inform senior management and propose potential avenues of Mission engagement;
  6. Co-ordinating the implementation of OCEEA projects in BiH and ensuring the participation of BiH representatives at the OSCE Economic and Environmental Forum, Economic and Environmental Dimension Implementation Meeting and other high-level events;
  7. Performing other duties as assigned.
