The Reverse Logistics Consultant will be responsible for addressing all issues related to reverse logistics and its key stakeholders. The Consultant’s initial objective is to support the diagnostic stage by collecting information and data on the reverse logistics systems implemented in the city of São Paulo, together with the UN-Habitat waste team. He/she will also propose solutions for improving the reverse logistics chain of mandatory materials based on Brazil’s National Solid Waste Policy, supporting the development of the Municipal Waste Management Plan in São Paulo. Based on the proposed solutions, the Consultant will establish, together with the team, an action plan and targets to achieve the defined objectives. The Logistics Reverse Consultant will work in close collaboration with the Technical Coordinator, the General Coordinator, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. In order to properly implement this project, a Consultant in Reverse Logistics of post-consumer solid waste is required to ensure that the reverse logistics structure in the Municipal Waste Management Plan will be both sustainable and efficient. Report to UN-Habitat Manager The Reverse Logistics Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the Office Country Coordinator, the Logistics Reverse Consultant will be responsible for delivering the three (3) following products in the expected delivery date: Product 1: “Work Plan” Description Develop a report that presents the Work Plan regarding the object, steps and products of the consultancy, whose main purpose is to gather information on reverse logistics systems implemented in the city of São Paulo that will form part of the preparation of the new Integrated Solid Waste Management Plan (PGIRS). The Work Plan must contain, at a minimum: • Detailed scope of deliverable products, focusing on the stages and related activities, including actions for social participation. • Details of the information and data required to develop the work. • Schedule of activities and delivery dates. • The flow of review and approval of the products. Expected Completion Date 30 (thirty) days after contract signature. Product Product 2: “Structural diagnosis of reverse logistics systems implemented in the city of São Paulo and other products with mandatory reverse logistics, based on the National Solid Waste Policy.” Description Developing a report containing the following contents, as a result of the activities of: • Characterization of the reverse logistics structure in the city of São Paulo, considering the technical and legal aspects. • Description of the key stakeholders involved in reverse logistics in the city of São Paulo. • Survey and characterization of the main reverse logistics initiatives in the city of São Paulo. • Reporting on participation in events/workshops related to the development of the new Municipal Waste Management Plan. • Diagnosis of the main challenges and problems related to structuring reverse logistics in São Paulo. Expected Completion Date 120 (one hundred and twenty) days after contract signature. Product Product 3: “Study of solutions and preparation of an Action Plan and Targets to improve the Reverse Logistics structure in the city of São Paulo” Description Developing a report proposing: • Evaluation and description of solutions and their application for Reverse Logistics in São Paulo. • Identification of priority actions. • Structure required for each proposed solution. • Actors involved in each proposed solution. • Reporting on participation in events/workshops related to the development of the new Municipal Waste Management Plan. Expected Completion Date 180 (one hundred and eighty) days after contract signature. Product Product 4: “Preparation of an Action Plan and Targets to Reverse Logistics in the city of São Paulo” Description Developing a report proposing: • Descriptive table of priority actions. • Table containing the description of established targets, monitoring indicators, and SDGs related to each target. • Implementation schedule for the Action Plan and Targets. Expected Completion Date 240 (two hundred and forty) days after contract signature. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant will work in the following areas: a) Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinator, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultant’s ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participating in public events related to the participatory process of developing the Municipal Waste Management Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. g) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. h) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skills

Academic Qualifications: ● Required: ● Post-Graduation course (Latu Sensu or Stricto Sensu) in Solid Waste Management, Logistics, Supply Chain, Engineering, Administration or related fields, or additional 4 (four) years or relevant experience to the post, beyond the requirement. ● Bachelor’s degree in Waste Management, Logistics, Engineering, Administration, Law or related fields is required. Experience: ● A minimum of five (5) years providing technical support and management related to sustainable development, reverse logistics and waste management. ● Academic knowledge on themes related to sustainable development, reverse logistics and waste management. ● Professional experience developing studies, projects, plans and technical assessments related to sustainable development, reverse logistics and waste management. ● Previous experience within the UN System would be an asset. Skills: ● Excellent writing and proof-reading skills in Portuguese is required; ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ● Negotiation capacity with public and private sector stakeholders. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.

● Fluency in Portuguese is required; ● Good command in oral and written Spanish is desirable. ● Good command in oral and written English is desirable.

Additional Information

Travel details The Reverse Logistics Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/2 (part time, 85%, UNDP Brazil Salary Scale) The consultant will receive an amount of BRL 72.018,94, to be paid in four (4) instalments, upon the presentation and approval of the following products: ● Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 7.201,90). ● Payment 2 (30%): Upon delivery and approval of Product 2 (BRL 21.605,68). ● Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 21.605,68). ● Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 21.605,68). Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
