JOB DESCRIPTION

Organizational Setting

FAO country offices, headed by an FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Reporting Lines

Staff members deployed for surge support report to the FAO Representative.

Technical Focus

Support to implementation of FAO’s resilience agenda at global, regional, subregional and/or country level, with a focus on technical and operational support to projects and programmes using Cash and Voucher Assistance (CVA) modalities.

•    Researches and analyzes technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services;
•    Produces various reports, proposals, programme/project documents, position papers, policy briefs, financial/donor reports as well as critical information for inclusion in governing body reports etc;
•    Participates on project teams, collaborates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects;
•    Liaises with FAO technical Departments as well as other UN Organizations to obtain and/or exchange information regarding Food and nutrition security assessments, emergency and recovery activities and other related issues;
•    Provides technical/administrative support and promotes best practices to Decentralized Offices;
•    Monitors and provides support to resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA submissions, annual appeals and mid-year reviews, maintains information and prepares related reports;
•    Maintains and updates information systems, databases and web pages;
•    Performs other duties.

Specific Functions
•    Coordinates the timely and effective delivery of CVA modalities through digital Management Information System (MIS) solutions, with a focus on the programmatic and operational design and implementation of projects and programmes, ensuring high operational standards and compliance with FAO rules and regulations;
•    Provide timely leadership and support to the various processes required for the implementation of CVA modalities, including, but not limited to: market assessments, feasibility analysis, partnerships, capacity development and training, beneficiary selection and registration, identification and deployment of Management Information System (MIS) solutions, development of Standard Operating Procedures (SOPs), identification, procurement and contracting of financial services/vendors, monitoring, impact evaluation, complaints and feedback mechanisms, etc., including by regularly liaising with relevant HQ divisions, teams and units;
•    Supports DOs in the mobilization of expertise and the roll out of capacity development and partnership initiatives related to CVA and MIS;
•    Analyse and facilitate linkages between CVA activities and national social protection systems/programmes in support of shock-responsive social protection system approaches in the DOs;
•    Supports increased advocacy, communications and resource mobilization efforts and develops key partnerships at all levels with a focus on CVA and MIS;
•    Coordinates the development of projects, SOPs, guidance, notes, briefs and reports and ensures timely dissemination of information on FAO’s work on CVA and MIS to both internal and external audiences;
•    Represents the Organization in meetings, groups, networks and fora on humanitarian and resilience programming, CVA, MIS and other related areas;
•    Perform other relevant duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•  Experience in different dimensions of humanitarian and development assistance relevant to Cash and Voucher Assistance and/or social protection, specifically on cash and voucher assistance preferably for food security and agriculture purposes.
