JOB DESCRIPTION

Senior Advisor, PrEP/PEP for HIV Prevention – GL E – Defined Duration until December 2027

The Senior Advisor, PrEP/PEP for HIV Prevention, leads and coordinates the Global Fund’s internal and global engagements, focusing on PrEP (pre-exposure prophylaxis) and PEP (post-exposure prophylaxis) thereby enabling the Global Fund’s strategic sub-objective of scaling up evidence-based HIV prevention interventions.

Key Responsibilities

Direct and lead the HIV Team’s engagements with external partners at the global level as they relate to PrEP/PEP, including through:

  • Establish and coordinate Global Fund technical and strategic alignment with the World Health Organization (WHO), PEPFAR (including USG implementing agencies), Unitaid, UNAIDS, Medicines Patent Pool (MPP), Gates Foundation, Children Investment Fund Foundation, and other stakeholders.
  • Co-lead the Global Fund’s role as co-convener in the Long-Acting PrEP Coalition with SO.
  • Collaborate with global partners to contribute and lead development of tools and resources to accelerate introduction and scale of PrEP and PEP. Lead technical direction for PrEP Matching Funds and other catalytic investments.
  • Support engagement with PrEP/PEP drug manufacturers as needed by SO to provide the vital link to country implementation and insights

Lead internal alignment and linkages across the respective Global Fund Secretariat departments in close collaboration with Senior Advisor, HIV Prevention as it relates to the HIV prevention health product value chain and provide technical leadership, direction, and capacity building for PrEP and PEP, including:

  • Lead internal capacity building around PrEP and PEP products through lunch and learns, regional meetings, resource and tool development and other relevant activities.
  • Lead engagement with) Supply Operations (SO), Community Rights and Gender (CRG), External Relations and Communications (ERCD), Grand Management Division (GMD), and other key internal stakeholders on PrEP and PEP.
  • Advise senior leadership, including Head of HIV, Head of TAP, Head of SIID on important changes in PrEP/PEP to support discussions with the Management Executive Committee (MEC).
  • Co-lead efforts with SO to inform global demand forecasting and procurement planning, strategies for market shaping and collaboration opportunities with external stakeholders, and opportunities for product efficiencies and move them forward across the Secretariat.
  • Lead HIV team’s engagement in development and implementation of PrEP/PEP product strategies for new and emerging products to accelerate access across Global Fund-supported countries.
  • Contribute as necessary to the development of regular Global Fund reports, publications, press releases and other advocacy or information materials.
  • Support development of GC8 application materials such as the HIV Technical Information Note, Gap Tables, HPMT, etc.

Provide support to HIV Advisors/Country Teams/Principal Recipients/Sub-Recipients and other in-country stakeholders across the portfolio throughout the grant lifecycle, with focus on grant implementation under the current funding cycles and planning and preparation for future funding cycles including:

  • Lead development of resources/tools for analysis of funding requests and grants regarding gaps in PrEP/PEP to identify opportunities for introduction and scale up of PrEP using grant funds through portfolio optimization, reprogramming or other innovative financing.
  • Lead coordination (and provision where most impactful) of focused technical support on PrEP/PEP in Global Fund-supported countries, including on guideline development, implementation planning, target setting, budgeting, commodity forecasting, monitoring and evaluation, provider readiness, and client awareness.

Perform as required other duties consistent with the role.

Qualifications

Essential:

An advanced university degree in public health, epidemiology, infectious diseases or international Development

Desirable:

A specialized post-graduate qualification in public health or social/behavior sciences related to HIV.

Essential:

  • Experience in pharmaceutical product life cycle management.
  • Knowledge of novel biomedical product development and regulatory processes.
  • Experience in data analysis and data-driven decision making.
  • Demonstrated experience in introduction of innovation (products and/or service delivery) for marginalized populations.
  • Experience in developing service delivery platforms that are tailored to clients’ needs, with focus on integrated HIV/SRH platforms and engagement of private sector.
  • Understanding of behavioral economics.
  • Experience in designing advocacy and/or demand creation strategies, with a focus on people with increased risk of HIV infection.
  • Understanding of gender and human rights-related barriers to accessing HIV services solutions to address them.
  • Demonstrated experience in developing and maintaining effective liaison between diverse partners and stakeholders relevant to the business.
  • Strong verbal and written communication of technical information and negotiation skills with the ability to adapt content and presentations to various recipients’ needs.
  • Experience working with international teams and dealing in a culturally appropriate manner with a range of stakeholders, from high-level government officials to community members.

Desirable:

  • A minimum of 8-10 years of experience in designing, supporting, and implementing biomedical health programs in low resource settings, including policy analysis and representation.
  • Experience working with HIV programs and specific HIV projects at the global level.
  • Familiarity with Global Fund’s funding model, policies, processes and governance structures, key partners, and technical support platforms.

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
