JOB DESCRIPTION

Task description

Under the day-to-day supervision of the Deputy Country Representative, with strategic reporting to the Country Representative, the National Specialist UN Volunteer will undertake the following functions: Programme Coordination, implementation, monitoring and reporting: • Support planning, implementation, monitoring and evaluation of UN Women supported interventions within 5 counties namely: Grand Gedeh, Maryland, Rivergee, Sinoe and Grand Kru; • Work closely with Pillar Leads (PLs) with respect to all activities which will be organized, carried out, and implemented and in relation to numerous assignments within precise counties; • Research, collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing annual work-plans; • Conduct field missions to monitor implementation of UN women activities by CSOs and report on the progress, challenges and areas of improvement; • Provide administrative and substantive support to the Liberia Country Office (LCO) in view of consultative and other meetings, workshops, conferences, etc. including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc. Stakeholder Coordination, Representation, and Inter-agency collaboration: • Coordinate and collaborate with relevant stakeholders within the counties in close collaboration with PLs at CO level, to ensure aligned and coherent planning and implementation processes; • Support the UN Women CO to establish and build relationships with local stakeholders for the purposes of facilitating activities and improving the quality and relevance of programme implementation; • Participate in, contribute to and report on the relevant inter-agency, UN mission, donor and inter-governmental coordination meetings in consultation with relevant programme technical experts when required; • Prepare written summaries of meetings/visits and ensure relevant team members implement follow-up actions, as appropriate; research and prepare analytical, and sometimes sensitive documents for the management team. Communications: • Liaise with country office communications team to increase UN Women’s visibility, advocacy, and media relations engagement efforts at community and local levels by properly gathering contents, informing and disseminating awareness materials, and sharing of briefs/reports, photos with communications team in Monrovia for wider dissemination; relate to and monitor local media to keep abreast of issues including about UNW. Knowledge Management and Document Management and Innovation: • Maintain records of programme files and other necessary programme documents such as documentation of decisions and actions taken on programme issue; • Implement relevant standards, tools and templates to effectively manage programme and project development and implementation; • Identify, contribute to, record and share the ongoing development and implementation of best practice, lessons identified, and innovative approaches to improve overall programme performance; • Contribute to the management and upkeep of risk management and issue management logs and processes. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • Provide well-researched and sound analysis of issues and developments affecting programme/project development, administration, and implementation within counties of supervision • Provide substantive and administrative support to activities implemented under UN Women Liberia programme in the counties (state the counties), especially as these relate to procurement, and travel in line with UN financial rules and regulations • Provide quarterly summary report on the overall progress of the UN Women key interventions in the Hub as well and challenges, opportunities and areas of improvement.

Requirements

Required experience

3 years of experience in internationally/nationally in humanitarian, conflict, or development contexts is required; • Progressive experience in programme/project development or management, in either public or private sector organizations; • Solid experience in the nexus of development and humanitarian and peace work, on community development, community mobilization and decentralization; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; • Excellent skills and familiarity with tools and approaches of communications for development, conflicts resolution, partnerships, networking and coordination; Proficiency in Computer.

Master degree or equivalent in Sociology, International Relations, Political Science, Public Administration, or another relevant technical field; • A Bachelor’s degree with 5 years of experience will be considered in lieu of Master’s Degree
