UNDP and the Municipality of Pristina have partnered on the “Modernizing Education through Innovation and Heritage” (METIAH) project.  The project aligns with Kosovo’s development strategy, which emphasizes cultural heritage preservation, sustainable economic growth, and social inclusion. The planned interventions support these priorities by creating the conditions for modern, multifunctional spaces that promote cultural activities, tourism, education through arts and digital tools, and community engagement. The project aims to support regional tourism and cultural exchange, contributing to broader regional development objectives. The project also aligns with the United Nations Sustainable Development Goals (SDGs): SDG 11: Sustainable Cities and Communities, by making cities inclusive, safe, resilient, and sustainable; SDG 4:Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all; SDG 8: Decent Work and Economic Growth, by promoting sustained, inclusive, and sustainable economic growth and employment; SDG 10: Reduced Inequalities, by empowering and promoting social, economic, and political inclusion, and SDG 16: Promoting peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.

Duties and Responsibilities
The Civil Engineer is a core member of the project staffing structure, responsible for managing and overseeing the technical aspects of the project. This role involves direct work with contractors and other technical counterparts. The Civil Engineer reports to the Project Manager and collaborates with both technical and non-technical staff within the team.

The project aims to redevelop two existing buildings/facilities from October 2024 to August 2025. The objectives include:

  • Major redevelopment and refurbishment to create modern, inclusive, and sustainable facilities.
  • Preservation of cultural heritage sites.
  • Incorporation of sustainable building practices and energy-efficient systems to reduce environmental impact and operational costs.
  • Modernizing education through innovation and heritage.

 

Under the guidance of the Project Manager, the Civil Engineer will execute duties and responsibilities outlined below in the following functional areas:

Enhance quality development and quality control and optimize civil works projects and the performance and efficiency of project activities:

  • Develop and implement QA/QC plans for all construction activities.
  • Conduct regular site inspections and audits to ensure compliance with QA/QC standards.
  • Review and approve QA/QC documentation, including test results and inspection reports.
  • Provide leadership and guidance to site engineers or supervision consulting firms and implementing partners to ensure project objectives are met.
  • Monitor progress and performance of site engineers, providing feedback and support as needed.
  • Visit the construction and rehabilitation sites for feasibility assessment and/or progress monitoring – report accurately and prepare executive projects and ensure compliance with QA/QC standards.
  • Provide oversight of the rehabilitation/construction work done by contractors, including the quality and quantity of the materials, construction techniques and works finishing.
  • Certify that repairs and rebuilding are done in accordance with current Building Codes and public Building Guidelines principles to promote resilience.
  • Ensure that technical documentation on rehabilitation/construction sites are maintained in accordance with relevant laws and standards for building back better and contracts for works.
  • Sign off on the final handover documentation upon completion of all (re)construction /rehabilitation works in coordination with the relevant institutional counterparts.

Formulate bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering process:

  • Provides technical assistance in the establishment of minimum standards for public and community infrastructure requirements for the implementation of specific rehabilitation/construction tasks as required by the specific project.
  • Develops technical project and tender documentation (ToR), tender dossier, tender evaluation, etc. for the implementation of specific rehabilitation/construction tasks.
  • Ensures that necessary supporting documentation is in place prior to issuance of tender.
  • Participates in the evaluation of bids and selection of best bidder to the tender for rehabilitation/construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements.
  • Reviews Bill of Quantities (BoQs) in accordance with project plans and layouts, ensuring that the amounts and materials meet the required quality standards and quantities for the project.
  • Analyses measures, quantities and descriptions of each item in the offers against the advertised BoQ.
  • Analyses and reviews the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic.

Ensure Compliance with contractual obligations and set up strong contract management mechanisms:

  • Oversee all contract administration and financial activities, ensuring adherence to UNDP guidelines and contractual obligations.
  • Monitor contract performance, including compliance with terms and conditions, deliverables, milestones, and timelines.
  • Manage contract amendments, variations, claims, and disputes effectively.
  • Prepares/reviews budget estimates based on the recommended solution for project implementation and contract management.

Lead and facilitate effective communication and coordination and report on progress and advise on risk management measures:

  • Review and approve the contractual documents and collaborate with the procurement unit to review and approve all contractual documents before awarding them to the winning contractor, ensuring compliance with UNDP standards and project requirements.
  • Responsible for coordinating the works and oversight of the construction, consulting firms, and supervision companies of the rehabilitation work under his/her responsibility.
  • Negotiates modifications with architects and engineers; dealing skillfully with a diverse range of people including clients; architects; other engineering professionals; and sub-contractors.
  • Licensing: determines necessary building permits, and licenses, and ensures that they are obtained.
  • Operation, be responsible for ensuring that all rehabilitated or constructed buildings are used and functioned by the relevant authorities after the handover.
  • Prepare detailed progress reports and updates for the Senior Civil Engineer.
  • Maintain accurate records of all contract management and QA/QC activities.
  • Report any issues, incidents, or deviations from project plans promptly, proposing solutions as necessary.

Oversight and building capacity of institutions:

  • Train, coach, and mentor the UNDP engineers, CTG engineers, institutions, contractors, implementing partners and other stakeholders under the stabilization project – on the BoQ preparation, technical specifications, reporting formats and on contract management, supervision/monitoring of implementation, ensuring quality control and application of international standards.

Expected Outputs:

The key results of this assignment will significantly impact the overall performance of the METIAH Project, ensuring the successful implementation of infrastructure projects and civil works contracts. The major outputs expected include:

  • Completion of all awarded construction/rehabilitation works on time and within the available budget.
  • Ensure meticulous oversight of all contract management processes, resulting in zero errors in contract administration and execution.
  • Comprehensive site assessments and documentation.
  • Timely reporting.
  • Capacity building.
  • Effective monitoring and supervision.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement:

Under the direct supervision of the Project Manager, the Civil Engineer will be responsible for all aspects of civil work’s contract management and quality control and assurance within the project. This includes guiding and managing site and supervision engineers/firms, monitoring the progress of the different service providers, and ensuring compliance with UNDP standards and procedures.

Required Skills and Experience
Education:
  • Master’s degree in civil/construction engineering is required.
  • Bachelor’s degree in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience with local or international organizations, in Civil or Construction Engineering in Kosovo is required.

Required Skills:

  • Qualification and experience with management of Civil Construction Works, and Rehabilitations of major buildings, and proven knowledge of legislation and licensing in construction is required;
  • Experience in the use of construction and architecture software packages and web-based management systems;
  • Work experience as civil works and contract manager successfully delivering at least 2 similar projects;
  • Experience in the development of technical documentation, including technical specifications and performance schedules, including construction, and related infrastructure projects;
  • Experience and knowledge of procedures for quality control;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.

Desired Skills:

  • Proven familiarity with the UN system is an asset;
  • Experience in working with international organizations on similar role is an asset;
  • Registration in Engineers Association of Kosovo is an asset.

Languages:

  • Fluency in written and spoken English is required.
  • Fluency in Albanian or Serbian is required.
