Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The Italian Red Cross (ItRC) has been working in Ukraine since 2022 following the escalation in conflict and established a country office in Kyiv. The ItRC Ukraine team works through and in close cooperation with the Red Cross Red Crescent Movement partners, including Ukrainian Red Cross Society (URCS), the IFRC and ICRC, and other partner National Societies.
Job Purpose
The incumbent is responsible for providing finance high level support to the Italian Red Cross on financial management issues to ensure efficient and effective running of day-to-day operations. He/she will assist in the implementation of Finance policies, procedures and systems and ensure compliance with Italian Red Cross procedures and guidelines.

Officer, Finance
Tasks and Responsibilities
- Registration of invoices in the ERP system
- Preparation and processing of UA Country Office’s e-banking payments in ERP system
- Entering journals of transactions in the General Ledger in ERP system
- Support with the Month-end closure of the financial books in close collaboration with Head of Mission and HQ finance staff
- Work with delegates and national staff to ensure correct coding and sufficient supporting documents are provided.
- Maintain an online register of transactions and other documents submitted to Finance Department for processing.
- Management of Finance Folders and documents.
- Assets and Inventory Management
- Support with the VAT Refund report to Income Tax Inspection on monthly basis.
- Monitor the registration of staff private expenses (telephone/other expenses) to ensure timely reimbursements are made and recorded accurately.
- Train and advise other staff on ERP processes.
- Oversee daily financial transactions, ensuring compliance with IFRC policies and procedures.
Additional tasks and responsibilities:
The incumbent could be occasionally tasked with additional workflows, accompanied and supported by their colleagues, such as:
- Translation and Documentation
- Translate project-related documents, proposals, and communication between languages (Ukrainian to English).
- Ensure clear communication with partners and stakeholders.
2. Logistics and Administrative Support
- Assist in the organization and coordination of meetings, workshops, and events, including booking venues, managing schedules, and preparing materials.
- Manage petty cash and small-scale project logistics, ensuring smooth day-to-day operations.
3. Communication and Coordination
- Liaise with internal teams, external partners, and donors to facilitate project implementation and reporting.
- Provide timely updates on project progress and maintain organized documentation of all activities and tasks.
Perform other related duties as assigned by the supervisor to support the ItRC delegation’s financial management and operations. Participate in training and development opportunities to enhance skills and knowledge in financial management and compliance.

Relevant university degree in Management
PreferredHolder of a Certified Public Accounting degree with specialized training in related field is an asset

3 years’ + experience in leading and managing Finance as Accountant
3 years’ + professional experience working with local or international non- governmental organization
Very good leadership skills and confirmed financial management experience
Basic leadership and management skills
Strong experience in cash management showing rigorous controlling methods
