Description of the Assignment:

Objective

The overall objective of the consultancy assignment is to support the project team and DWR to maintain and update content on the project’s knowledge hub, DWR’s website and LaoWIS (Water Information System). These portals are to be linked and used to disseminate knowledge products, spatial data and facilitate networking and knowledge- sharing among stakeholders, as well as more broadly across Lao PDR and internationally. The Knowledge Management and Communication Officer will be responsible for developing and implementing strategies to capture, organize, and disseminate knowledge generated by the IWRM-EbA Project. He/she will also manage communication activities to enhance awareness and visibility of the project’s achievements and impacts.

Scope of Work

The Knowledge Management and Communication Officer will undertake the following tasks:

Task 1. Knowledge Management

  • Develop and implement a knowledge management plan for the project, ensuring alignment with project goals and objectives.
  • Act as administrator and manage the daily operations of the knowledge hub and Lao-WIS database.
  • Collect, organize, and manage project-related information, ensuring accurate and timely documentation of activities, outputs, and outcomes. This includes data from community monitoring.
  • Assist in developing knowledge products such as policy briefs, fact sheets, case studies, best practices, and lessons learned based on project activities and results.
  • Facilitate knowledge-sharing events, workshops, and training sessions to promote the exchange of ideas and experiences among project stakeholders.

Task 2. Communication and Outreach

  • Develop and implement a communication plan to raise awareness about the IWRM-EbA Project and its achievements.
  • Create and manage communication materials, including newsletters, brochures, infographics, videos, presentations, press releases, and social media content.
  • Maintain and regularly update the project’s website, LaoWIS, and social media platforms to disseminate project news, events, and knowledge products.
  • Develop content for media engagement, ensuring consistent and accurate messaging about the project’s goals, activities, and achievements.
  • Support the organization of project events, workshops, and meetings by preparing communication materials and documenting proceedings.

Task 3. Monitoring, Evaluation, and Reporting

  • Monitor and evaluate the effectiveness of knowledge management and communication activities, collecting feedback from stakeholders to improve strategies and products.
  • Prepare monthly, quarterly, and annual reports on knowledge management and communication activities, highlighting achievements, challenges, and recommendations.
  • Track and report on the impact and reach of communication materials and knowledge products among target audiences.

Task 4: Capacity development, technical support and trainings

  • Provide training to project staff, DWR and provincial and district stakeholders on using the knowledge hub and LaoWIS portals
  • Provide technical support to the project team and DWR on managing and upgrading the Knowledge Hub and LaoWIS portals
  • Period of assignment/services: 220 working days.
  • Proposal should be submitted directly in the portal no later than indicated deadline.
