Org. Setting and Reporting
On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. These positions are located in the United Nations Truce Supervision Organization (UNTSO), Naqoura-Lebanon, Tiberias-Israel and Damascus-Syria under the Office of Deputy Chief of Mission Support.
Responsibilities
Within delegated authority, the Administrative Assistant will be responsible for the following duties: General Administration • Conducts induction briefs to the new UNMOs and processes relevant documentation for them to have residence visas issued by the host countries. • Initiates and drafts roster schedules for staff to support the substantive teams and operations. • Drafts routine correspondence to respond to enquiries in respect to relevant administrative and logistical services in the outstation. • Coordinates extensively with service units and liaises frequently with internal team members of the outstations. • Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). • Liaises, corresponds and coordinates with the local host country officials in national languages to have documentation processed on within mission travel requests and resolving issues related to official crossing requests. Human Resources Management • Initiates and processes travels request on behalf of military observers on UMOJA, creates expense reports for terminals and completes the requests after departure for final payments upon repatriation of UNMO’s. • Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. Liaises with retirees on their pension fund certificates, processes and after service insurance claims and procedures. • Functions as the attendance monitor of the outstations and processes leave records, absences and balances. • Coordinates and follow-up with HR on MSA related issues of the military observers. Budget and Finance • Functions as the alternate petty cash custodian for the outstation and processes invoices as per financial rules and regulations; Verifies and processes invoices related to UNMO repatriation travel tickets; Coordinates, receives, verifies, and processes invoices related supply and contract vendors for good and services received in the outstation. • Assists the AO in the preparation and review of financial and human resource proposals/requirements and consolidates budget/work programme with respect to Outstations budget. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Assists managers in the elaboration of resource requirements for budget submissions. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. Contract Administration • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. • Verifies the contractors’ and travel agencies invoices against the goods and services provided and approved by the UN. • Processes the payment of contractors’ invoices and monitor payments. • Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, etc. • Performs other duties, as required.

Education
High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is desirable.

Languages
English and French are the working languages of the United Nations. For the advertised position, fluency in English (oral and written) is required; knowledge of spoken and written local language (Arabic or Hebrew as applicable) is desirable.
