JOB DESCRIPTION

BACKGROUND

In advance of IFPRI’s 40th anniversary, a report was produced to show IFPRI’s impacts from its policy research from 1975-2015. The report was a review and synthesis of external evaluations and assessments of IFPRI’s research conducted during that 40-year period.

The aim of the 50th report is to build on the former report to add in new information on IFPRI impacts, again drawing largely from external assessments. These include more recent IFPRI independent impact assessment reports from 2015-2019 as well as evaluations undertaken by CGIAR (including SPIA and by CGIAR Research Programs which operated from 2012 to 2021.

DELIVERABLES

  • A report on Impacts of 50 Years of Policy Research at IFPRI. The report would use the 40th anniversary report as a starting point and add new information.
  • A synopsis chapter of the report highlights (4000 words)

SCOPE OF WORK

  1. Carefully review the “Taking Stock: Impacts from 40 years of Policy Research at IFPRI” report. This is the basis on which the new report will build.
  2. With support from IFPRI staff, to compile relevant evaluations and assessments of IFPRI’s work during the 2014-2024 period.
  3. To review those evaluations and assessments and incorporate them into the report.
  4. In consultation with IFPRI staff, to undertake selected follow ups with external stakeholders to determine if impacts identified in previous assessments can be updated. Incorporate significant updates into the report.

TIMELINE

  • The synopsis needs to be completed by December 2024
  • The main report may be completed later, but no later than March 15, 2025

QUALIFICATIONS

  • MSc or PhD in economics, political science, evaluation science or other discipline that is relevant to policy research and/or its impacts
  • At least 10 years post-graduate experience
  • Strong familiarity with IFPRI’s work
  • Experience in conducting impact assessments
  • Excellent writing skills

LEVEL OF EFFORT = 15 to 25 days

(We anticipate this assignment to take between 15 and 25 days depending on how much effort is agreed upon under scope of work #4.)
