The 2023-2027 Country Programme is designed and is implemented in the context of the country’s graduation to a middle-income status in 2026. Due to this shift, the import of the position will be to strategically support and closely engage with Government, working with all other partners, to undertake macroeconomic analysis and the impacts on social services and on children in particular, and use the evidence to promote public finance for children, improve resource allocation to social sectors including social welfare programmes, especially for those marginalized.

Purpose for the job:
The Chief SPGE reports to the Representative for general guidance and direction, and is responsible for managing and supervising all stages of social policy, Governance and Evidence programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) evidence generation in including the evaluation of programmes, large-scale surveys and data analysis (c) social protection coverage and impact on children; (d) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (e) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, Nutrition, child protection, water and sanitation. As the country also graduates from a low income to middle income status in 2026, this position will also be working closely with Government and all other partners to influence public finance for children across all the sectors.
