WFP is seeking an emergency learning consultant to review and redesign the emergency learning path, to ensure employees working in emergency are equipped with the most relevant skills and knowledge to be able to provide high quality responses. The activities and approach proposed will have to be developed in in close consultation with relevant stakeholders and based on evidence.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.

The Staffing Coordination and Capacity Service (POS) works to streamline talent management across Programme Operations functions, ensuring optimal staffing: aligning the right people with the right roles and right skills to support workforce management and capacity development.

To support in this mission, WFP is seeking an emergency learning consultant to review and redesign the emergency learning path, to ensure employees working in emergency are equipped with the most relevant skills and knowledge to be able to provide high quality responses. The activities and approach proposed will have to be developed in in close consultation with relevant stakeholders and based on evidence.

The individual will be collaborating with a dynamic team which works on a variety of initiatives including learning and development, internal reassignment, diversity and inclusion, and workforce management in general. S/he will work in close collaboration with the staffing coordination teams to ensure that learning activities respond to needs and gaps identified strategically through reviews exercise.

The position reports to the Lead of Learning and Development within POS and can be home based or in WFP HQ in Rome, Italy.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Review existing learning and development gaps within emergency functions, by engaging with a wide range of stakeholders at HQ, Regional Bureau and Country Office level, and leveraging on existing inputs from audits, evaluations, strategic workforce planning exercises and learning needs assessments ;
  • Design an emergency response learning path, with activities tailored to the diverse functions and levels involved, with a strong focus on application of learning.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Key learning and development priorities identified in a participatory and evidence-based manner, through analysis of current gaps and challenges;
  • A comprehensive emergency learning path designed and customized for different audiences at different stages of their careers, including diverse learning approaches (in-person training, online learning modules, workshops, and other blended initiatives, mentoring, job swapping/shadowing).

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Economics, Nutrition/Health, Agriculture, Social Sciences, Learning and Development, Human Resources or related fields

Experience

  • Minimum 7 years of experience in working across all phases of learning design, development and delivery of different kind of learning solutions.
  • Demonstrated experience in developing cross-functional learning paths (and/or curricula) particularly around emergency response.
  • Experience in working with subject matter experts to build learning solution and performance support tools, preferably across a range of different business areas is desirable.
  • Experience in a UN agency, preferably WFP, or international NGO would be an asset.

Knowledge & Skills

  • Strong project management skills with the ability to manage multiple projects at the same time and accomplish tasks with follow-through to completion.
  • Understanding of learning and capacity development approaches
  • Understanding of emergency contexts and challenges.
  • Strong ability to engage and manage multiple stakeholders, with excellent interpersonal and communication skills.
  • Excellent interpersonal skills to collaborate and influence internally with various stakeholders and subject matter experts across business functions, levels and geographical areas.
  • Strong stakeholder and client relationship skills. Ability to quickly build knowledge and understanding of stakeholder’s functional/organizational strategy and translate to learning requirements of employees.
  • Confidence and mental agility to assimilate different perspectives and formulate recommendations.
  • Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams.
  • Ability to analyse qualitative and quantitative data to assess the impact of the different learning initiatives

Languages: Fluency in oral and written English is essential. Good working knowledge of French, Spanish or Arabic is desirable.
