WHY JOIN WFP?
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, one-fourth of the population remains food insecure and does not have access to adequate nutrition. The recent years multiple shocks including COVID-19, the 44-day war, price inflation, escalation of military actions at the borders of Armenia, and influx of refugees in September 2023, have impacted the resilience levels of the population residing in Armenia and more than 50% are marginally food secure, meaning that another shock may increase food vulnerability levels further. WFP works on promoting the four pillars of food security to enhance food availability, access, utilization, and stability in Armenia.
WFP is implementing interlinked activities in all regions to improve food security and livelihoods, as well as to build the capacity and resilience of households, communities, and regional and national authorities towards shocks.
WFP aims to nationalize projects, whereby national capacity strengthening and local community engagement are key to ensure that activities are owned and carried forward by the communities and national authorities. The WFP staff are one team and aim to enhance and support the learning and growth of each other. WFP works under the values of inclusion, integrity, humanity, collaboration, and commitment. WFP has its main office in Yerevan and three field offices in Syunik (Kapan), Gegharkunik (Sevan), and Lori (Vanadzor) regions.
In recent years, WFP Armenia CO has conducted different assessments, including Food Security and Vulnerability Assessments, sectoral analysis (energy, economic, market, climate, etc.), qualitative studies among local and refugee populations, and other analytical products. These are widely used by the Government and other local and international stakeholders.
WFP Armenia CO has expanded its coverage and started the implementation of different innovative projects that require new targeting and prioritization approaches and methods, and also new tools and technologies for measuring the results.
Another aspect of the RAM unit function is the capacity building of partners and stakeholders, including the Government at different levels to be able to nationalize WFP assessment tools and analytical tools.
Taking into consideration the already increased and scaled-up activities, the WFP Armenia Country Office has identified the need for further strengthening its Research, Assessment, and Monitoring (RAM) unit capacity.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of the Research, Assessment, and Monitoring Unit, the Associate will be responsible for the following duties:
Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security, and vulnerability assessments) and consistency of information presented to stakeholders. Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities. Coordinate and communicate with local partners, agencies, NGOs, and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. Support programme staff in identifying potential connectors and non-transactional partnerships which can enhance the nationalization and local ownership. Support the capacity building of WFP staff, cooperating partners, and national government within the specific technical area. Act as a point of contact for the resolution of a range of operational queries and problems within a specific technical area of responsibility. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Completion of secondary school education, bachelor’s degree in economics, Statistics, Information Technology, Business Management, or other relevant field is desirable.
Experience:
At least six years of progressively responsible work experience in database management, statistical analyses, visualization, and design. The experience of monitoring and research of agricultural projects.
Knowledge & Skills:
Strong analytical skills; Data gathering and cleaning abilities; Ability to easily grasp and put into action new ideas, concepts, and approaches; Strong computer and statistical analysis skills; Proficiency in MS Office (Word, Excel, and PowerPoint); Ability to work under pressure and meet tight deadlines; Capacity to perform statistical analyses and data visualization.
Languages:
Fluency in Armenian, and highly competent in both oral and written English language; working knowledge (level B) of the Russian language is desired.
